If you already own or are about to buy property in town or country you should obtain an abstract of the title to it. This would show what defects if any there are in the title. I can give you no better charge, gentlemen, than to refer you to your oaths that you have just taken: "That you will diligently inquire into and a true presentment make of all such mat ters that may come to vour knowledge; that you will present no one through envy, hatred or jealousy and that you will leave no one unpresented through fear, favor or the hope of reward.'' Your oath, gentlemen, should be your guidance throughout your deliberations. It is your duty, gentlemen, to inves tigate all class of law violations, both parochial and state, within our parish. I charge you that you are an essential organization, constituted by the sys tem of our state government, which makes your duty imperative in law en forcement. You are an important link in the chain of law enforcement in this state. I will first call your attention to the law against the carrying of concealed weapons. It is a violation of the law, gentlemen, for anyone to carry upon his person, concealed, any pistol, razor, dirk, bowie knife, or any other danger ous weapon commonly used to fight with. It is not a violation of the law tor anyone to carry out openly, uncon cealed, any of these dangerous wea pons. I charge you, gentlemen, that when you stop the carrying of concealed weapons and the traffic in intoxicating liquors you are going to prevent seven ty-five per cent of the murders in this country. It is your duty, gentlemen, to closely investigate the violation of this law. It is my duty, gentlemen, to charge you relative to the law against con cubinage. Concubinage is the cohabi tation of a man of the white or caucasion race with a woman of the negro or black race. Or it may be the cohabitation of a man o± the negro or black race with a woman of the white or caucasion race. The purpose of this law, gentlemen, is for the preservation of the purity of the white race. It is my duty to charge you relative to the law against the sale of intoxicat ing liquors. The people of this parish as well as the state, and we may say the nation,have decreed that prohibition should be; that is, that the sale of in toxicating liquors should be prohibited. It matters not whether you personally believe that this is a good law or not, it is the law of our state and we should enforce it. I charge you, gentlemen, that you have no authority to return indictments against those who distill liquor in this parish, bur it is your duty to investi gate and return indictments against those who make sale of these intoxi cants. The sale of medicines is being re sorted to as an intoxicant drink. I charge you that it is a violation of the law to sell any medicine that has two per cent of alcohol in said medicine, if said medicne is sold for a beverage purpose. Medicine can be sold which has to an extent of 80 or 90 per cent of alcohol when said medicines are sold for medicinal purposes. When you find that such witnesses have so given you false testimony, gentlemen, it then becomes your duty to advise the district attorney and you tile indictments against said witness for perjury. These taxes, gentiemen, I are entrusted to certain officials for the purpose of expending them, and I charge you, gentlemen, that it is vour duty to investigate as to whether these taxes are being judicially spent spent economically and for the purposes for which they were voted, or whether graft is being used in the expenditure of the taxes of this parish. It is my duty, gentlemen, to charge you relative to the law against the bribery of officers. The law prescribes certain duties and powers for these officers and it is a viciation of the law, gentlemen, for anyone to offer or for an officer to receive or accept money, chatties or any representative of mon ey, influencing them to perform acts connected with their office which do not come within the provisions of their duties and powers or not to perform their duties as an officer. It is your duty to investigate the conduct of the District Attorney's office, the Clerk of Court, Police Jury, and assessor, and to examine the records of the parish treasurer's office. It is your duty to see that the court house is properly cared for. That the jail is kept sanitary and the prisoners cared for and well fed. It is your duly j to visit the paupers and see that they are cared for and fed; to investigate the clerk's office and see that the records are properly kept. 1 charge you, gentlemen, that your deliberations are secret, that vour foreman presides over your delibera tions, that he has authority to swear your witnesses. Your foreman, gentle men, may excuse any member of your body for a reasonable length of time, so that he does not excuse more than three at one time, because it is neces sary, gentlemen, that nine of you remain together during your investiga tion, as nine members of your body constitute a quorum. You may adjourn your body, gentlemen, for a period of three days. If you desire to adjourn for a longer period of time, it is neces sary that you get the permission of this court to do so. The sheriff, gentlemen, will provide you with proper rooms for your investi gation, and the court will take pleasure in receiving such reports that you may make.
