LOCAL NEWS. —At uoou, on Friday last, Chas. Brown and John Green, two of the four murderers of Mr. Martial Sorrel, were led to the gallows in expiation of their horrible crime. Their execution was witnessed by several of the representatives of the press, who had been in attendance at the press convention. Sheriff Cade having extended them the privilege. The doomed men were with their religious advisers, Revs. Fathers Frohu and Girault, when the press representatives eutered ; after the last sacraments had been administered to them, they ex pressed the desire to be led to their doom, and while they exhibited concern,yet they were calm and pre pared to meet their fate. The walked steadily down the stairwary from the second story of the jail and up the high scaffold. Each in turn addressed the crowd on the outside the high board fence, protesting their innocence, and stepped back in position for the noose to be placed around their necks; they knelt down at the behests of their pastors, offered a last prayer, and rising again to their feet, deputy sheriff Geo. Henderson placed the black cap over their heads, adjusted the noose around their neeks, stepped aside, pulled an iron lever and the wretches dropped into eter nity. The knot in the noose around Brown's r.eck slipped under his chiu, leaving exposed the lacerated flesh and throwing his head hack so that his face was completely up turned heavenward; a few minutes after the drop, the poor wretch re covered consciousness sufficiently to audibly utter the words: "God have mercy upon me ; cut the rope ; hang me over." This was followed by sharp wheezing and writhing agony for several minutes. Green was more fortunate the knot press ed against the back of his neck, and though he heaved and struggled for a moment, he seemed to suffer less. Kling Bros. —The venerable Mr. Ralph Walker, a Confederate veteran,died at the hone of relatives, in this plaoe, this morning, aged 75 year«. His remains will be buried Sunday morning, at 10 ocloek from the Catholic church. A member of the Robt. S. Perry Camp, United Confederate Veterans, the mem bers will attend his fanerai in a body. Brian, on Thursday, May 3d, John Alfred Dunn, only son of Mrs. Mackie Dunn. He was born in Boyes, Rapides Psrish, La., Nov. 4,1885. Just budding into young manhood, he was stricken with congestion and ere any one realiz ed his serions condition, he was taken away. He was a devoted son to his widowed mother who is inconsolable over his loss. The interment will take place in the Episcopal Cemetery in Pineville, La., Batnrday, May 5th, at 11 o'clock. Mr. Bittle was in New Iberia tor the purpose of observing the work done in onr High School, ander instruction from the school trustees and patrons of the Wash ington sehool, with a view of es tablishing a high school in that —At the residence of her broth er-in-law, Mr. Edward French, on Tuesday afternoon, Mrs. Widow John Cazes, nee Elizabeth Veazey, breathed her last. Deceased was in her fifty-ninth year. Her fun eral from St. Peters church on Wednesday was attended by a large concourse of sorrowing relatives and friends. Contract Awarded for Southwestern dnstrlal Institute. Lafayette, May 1.—The Board of Trustees of the Southwestern Industrial Institute met in Lafa yette to-day with the following members present : Senators Rob ert Martin and A. Estopinal, Ma jor J. G. Lee, Judge E. T. Lewis, J. C. Buchanan, Mr. James A. Lee, Prof. Brown Ayres and Prof. E. L. Stevens, the president of the school. The board proceeded to open bids for the construction of buildings as per plans and speci fications. After consideration of all propositions, five in number, the boaid awarded the contract to A. E. Mouton of Lafayette for the sum of $38,845.45. The contract for a heating plant was awarded to Schaefer, Gaiennie & Co., Limited, of New Orleans for $1825. Additional buildings will be put up in the way of dormitories for young ladies, work shops, etc. Contractor Mouton informed the board of his ability to begin con struction within a few days if nec essary, and it is probable that the work will be pushed to rapid com pletion iu order to open the school by Dec. 1. The board is highly pleased with the success which so far has crown ed its every effort to launch an en terprise so important to the educa tional welfare of Soutwest. Louis Loreanville Items. Dr. Guy A. Shaw who has been quite sick for the past two weeks, has so much improved that he is able to resume his practice. Mrs. B. F. McGowan of Bunkie is visiting at the home of her broth er, C. J. Brown. Dr. L. G. Wille leaves shortly for the Paris Exposition. During his stay of two months in Europe, he will visit his parents near Ham burg. The recent high water damaged the bridge enough to render it use less, and it cannot be repaired un til the bayou becomes normal. The entertainment for the bene fit of the sidewalk fund will be given on Sunday, May 27. The program consists of two short dra mas, one being French interspersed with music by our home string band and the Greig band of St. Martinsville, which has kindly con sented to be present. Every thing indicates that it will be a success. Doors open at 7:30. »The Ose Superintendents Max Mas Power." well of New York, and Andrews, of Chicago, are being personally criticised by some for their advocacy of what is called the one man power in school adminis tration. While we in Louisiana are agitating the question of school supervision and lamenting our present lack of professional ability in this important office, we are re minded of the duties now committed to a greater or less extent to this officer and the school board. They are as follows : Selection of text books; selection of school apparatus; making or approving of conrses of study ; certification of teachers ; ap pointment of teachers ; suspension of teachers ; the dismissal of teach ers ; the inspection and direction of teachers' work ; calling and con ducting teachers' meetings; etc. Let any one ask himself, "Who is able for these things!" The Wisconsin Journal of Edn cation comments as follows : "Sev eral years ago a member of the school board of Boston, a univer sity graduate and a professional man of high standing, resigned his membership on the ground that he had to help to decide so many questions of importance in regard to which he was wholly incompe tent to form an independent judg ment that he could not in self-re spect continue to hold the office. • • • • • • • • • If our school boards were only made np of such men as he there would be little occasion to complain. Too often they are made np of politi cians, and men of very limited education, who think themselves competent to decide anything from questions of ward politics to im perial policies, who wonld not hesi tate to add to running a corner grocery the runuing of a univer sity* * * * What is the remedy proposed? The concentration of authority in snch technical matters in the hands of an expert superin tendent, who shall be placed be yond the power of the board to in terfere with him in the discharge of his duties. As President Eliot said at Chicago, there is in this nothing un-Amerioan or despotic. In fact experience in other depart ! ments of public life has demon strated that fair dealing and the ; interests of the people are really I secured by just such a policy. Of course the opponents cry out against ! "one man power," and the democratic policy" of such a plan, and many teachers, some superin tendents and a great many other honest and well-meaniug people are j alarmed by these phrases. It is iu fact a great change which is pro posed, aud it ought to be thorough ly discussed before it is adopted but it seems to us that discussion will only make more clear its wis dom and necessity. Obviously the old plans are no longer adequate to the conditions of modern life. La. School Rerteic. ^ I« m Pythian Tribute to the Memory of Ceasar S. Dreyfus. To Iberia Lodge No. 39 K. of 1*. Brethren—It is witli feelings of pro found regret and deepest sadness, shared by all Pythians in this Grand Domain, that we bring to the memorial gallery of this lodge our tribute to the worth and memory of one of its most earnest, and devoted members. Brother Ceasar s. Dreyfus died at his home in this city, on April 21st, 1900. To every official station to which his brethren called him, as in every position held by him he brought, with a desire to meet the requirements, a zeal and energy that wrought success. Through loyalty to family, fidelity to friends, and devotion to the Order, brother Dreyfus has left a name honored and beloved, an influence helpful and lasting. A true friend, a faithful broth er, an honest and true citizen, a loving son has been taken from our midst. No more shall we feel the warm pressure of his hand, and the geniality of his loving presence. A good man never lives in vain, but lives behind the fragrant example of goods,deeds and kindly offices to his fellow man. The Police Jury convened this day in regular session with President Avery in the chair and the following members in atten dance, to-wit: Messrs. Brittain, Butaud, Curtis, Decuir, Landry,Patout and Romero. The minutes of the previous session were read and adopted as read. President Avery read his repoit on the drainage system of the Parish of Terrebonne, which on motion of Mr. Landry, duly carried, was ordered spread on the minutes. The petition of a number of tax-payers of the 7th ward, begging for relief from obstacles placed in certain drains by the R. R. Co., was acted upon favorably. On motion, the secretary was instructed to notify Mr. Alfred Derouen to remove at once levee on Coulee Rodaire. The treasurer submitted tho following montly report, which was approved : New Iberia, La., May 1st, 1900. To the Hon. B. R omero , Parish Treasurer. At the request of the sheriff the chair appointed a committee composed of Mr. J. D. Broussard and Mr. Robert Brown to examine the books of the sheriff and tax collector and parish treaurer. At the suggestion of the President, the following resolution was adopted : Resolved, by the Police Jury, that here after all resolutions appropriating money, except the ordinary necessary and extra ordinary expenses, against the parish shall be spread upon the minutes and published in the proceedings of the Police Jury and brought up for final consideration after thirty days. The harnesses belonging to the parish were sold to Mr. Curtis for five dollars and said amount was turned over to the treas urer. On motion of Mr. Brittain, Mr. Brous sard is instructed to have the Loreauville bridge repaired. On motion of Mr. Brittain, 'duly seconded and carried, the sheriff is hereby ordered to publish the tax delinquent list in the official journals of the* parish as authorized by law. Moved by Mr. Broussard that the time for payment of the per capita and vehicle tax be extended to the first of June next. The motion prevailed. The ehair appointed Messrs. Numa Miguez, Augustin David and Hebert Del cambre a committee to lay off and open a drain through the lands of Oscar Del cambre, Michel F ages et als to drain the public road, same to be done without cost to the parish. On motion, Mr. F. P. Bridges is hereby ordered to box drain at his cane hoist in 7th ward. On motion, the following resolution was adopted: Whereas, there has been much discus sion and criticism of the fire mill tax levied by the Poliee Jury for criminal purposes ; to justify their action, they hereby publish a detailed statement of the monthly crim inal bills approved from January, 1899, to December 31st, 1899, which shows the criminal fund is indebted to the General fund of the parish in a sum exceeding one thousand dollars ; therefore fully justify ing the levying of a fire mill criminal tax. statement.
