The House apportionment eom mittee has decided to accept the Seigel bill, based on tho last cen sus, and providing for a small in crease in the House membership and that no state should lose any of its representatives. This is in line with precedent, for only once in this history of the country «has the contrary course been pursuéd and the House as well as '.he state representatives been reduced ; and the experiment then was not satisfactory. A difference exists in Congress on this point, one faction holding to the old practice «f a large body with no reduction in any state delegation, while the other wan ted a smaller Congress and a re duction if possible in Southern representation. Under this plan, on the basis of the cesnsus, Louis i ana and Mississippi would have each losj; one representative, be cause their population did not show as large 'an increase rela tively as the country. It was pointed out, in favor of this ae tion. that the Housei had already grown so large in numbers as to interfere with its orderly business and cause delay and confusion. The other plan of increasing the House membership, in proportion to the growth of population as shown by the census, was the easiest and simplest soluation of the problem. As we expected, the absurd and sectional proposition of Con gressman Tinkham of Massachu setts to cut down the representa tion of the Southern stetes be cause the negro vote was light in «ome of them reseived no consid era tion; and the House commit tee showed no disposition to wave this sectional flag—on which fact the eountrv has reason to con gratulate itself. The next Congres will, there fore, in every probability, be larger than the present one and cost more, particularly if Con gress increases the pay of its members as it threatens to do, But while Louisiana and Miss issippi will retain thrir present num'ber of representatives, a divi. sion of the districts will be nec essary in order to meet the changes that have tkaen plaee in the different sections of these states.—T.
