THIE FAMINE LN INDIA. ICapurwadi Famine Relief Camp. Ahmlednagar, India, May 19, 1.900. (Special Correspondence.) On my way to India I suplposed I "was traveling 10,000 miles to watch 10,000,000 people starve to death. After repeated visits to the relief •,amps, however, I find I have come 10,000 miles to watch the Anglo Baxon races in t he act of saving the Jives of millions of the "Ayran %'rown." Of those, nearly 6,000,000 are fed and clothed and kept alive at the numlllerous Government relief camps, As umany as possible of the remain ing 4,000,000 are being cared for by missionaries with money supplied by foreign contributions, notably America. At a town called Kedgaon, 150 ,miles from Bombay, I had my first glimlpse of life at a relief station. This was tile petty station, called Warwand camp, where 800 people were employed in breaking stone and in carrying the broken stone to spots conveniieut for repair of the highway. This Warwand camp is in the center of the Deccan, in or dinary times fertile and productive but. now in these famine times a :great desert plain in the center of the Bombay Presidency. Imagine a vast desert of brown parched earth, where never a green thing rests the eye, where you breathe hot air that will nigh suffocate you, where not an insect sound is heaird, where only carrion birds hover in the still and dreadful air, where the sun looks like a disc of brass. Ipasted on the sky, and you ]hiave, thle setting of the Governmeni camp. Tl'hen, in the midst of this desert place, pictulre for yourself an h u ndred heaps of grey jagged rocks. each heap swarming with human ILeings, who, with chisel and ham mler, are breaking the rocks into stolies. The sun cruel and relent lessly beats down its ecorching rays 1upon uncovered heads, and tihe hot air tries to absorb the ripe moisture yet illn heir poor, shirivell ed, shrunken he.lie.. It is the only `grass that I know of that will oc otiuy the grounld conjointly with the weed and linally so far overcame it, ibut not exterminate it, as to render it iinicuo0P in pasture. I am Ilot nlow roubled with Bit t0cr Weed and have not been for ntearly 20 years. It is necessarlT however to give thle weed a nackset to let thle Leslpedeza get thip nuas tery. The best way to do this is to plow up and fertilize if necessary, 0 and sow a cr~lp of Oats, Rye or Bar ley, and on the small grain sow a bushel of Lespedeza per acre. 'I'his operation should Ie acco|!lTlishcd in the fall. Thle pasture will then give splring ;and winter grazing wheni tihe ground Sis dry enough to clear the weight of the stock. Let th.c stock eat up all the ]Rye or Barley or Turf Oats and the Lespedeza will appear in due season, and I do not think that Bitter Weed will hurt that pasture again Cfor years. lBut if it shouldi, reeat die fall planting of small grain without reseeding tile Lespedeza as, suflicient seed from stand will survive planting and growing the small gratin.
