While the Hunsicker bill to reduce the fees of tax collectors on all col lections after the first *100,000, fell a victim to the prowess of the allied tax eaters of Orleans and other parishes, it started an agitation which is bound to result finally in the abolution of this excessive colnpensation. Several newspapers in the state have taken up the battle and the legislature two years hence will probably correct the mistake made by the present legisla ture. The interest that Calcasieu has in this evil is easily shown. For each $100,000 of taxes collected, the collect now gets $5,000. Mr. Hunsicker's proposition was to reduce the fee to $1,000 per *100,000 after the first $100, 000. With $40;,000 paid in taxes in Calcasieu, this law would save the tax payers $12,000 a year and still leaves the collector a generous com pensation. Upon the subject of the Ilunsicker law the New Orleans Times I)emocrat said yesterday: An attempt made at the late session of the Louisiana legislature to secure a reduction in the cost of collecting the state's revenues failed. The prlop osition was a good one and should have been adopted as it meant the sav ing of thousands of dollars annually to the state: but the tax collectors who got big fees, were too strong polltical ly for the p)roposed reform, and the conditions in the legislature, the con fasion over the apl)ropriation hill, the political compllications that arose, (gave them splendid opportunities to stifle and kill the bill. They even per suaded some of the sheri fs and tax collectors of the smaller parishes that ther fees would he cut down if the pro iposed law passed, whereas it applied !only to the hiie parishes, Orleans, Calcasieu, Caddo and a few others. "There were no arguments advanced ih favor of the present system of pay in, more for the collection of the state taxes than is necessary and more than is paid for the collection of the city taxes, which are so much larger, be cause there were none to present. That the system can be maintained permanently no one believes, and the people can count confidently oa relief frorn this expense at the next session. In view of the large number of import ant questions before the legislature, no measure of minor importance like that of the cost of collecting taxes could receive the attention it deserved. Now, however, that it has been presented, the issue can and should be discussed before the people in the next campaign, so that the city and parishes will send to the legislature men who will see to a reformation of the fee system, in the interest of the state as against the interest of the politicians. That a change will be made when the question is properly discussed, no one can doubt. We have made great progress in the last twenty years in getting rid of the worst abuses of the fee system and the immense profits formerly [enioyed by certain favored officials have been scaled down. Thetax collectors have been almost the only ofilcials who have escaped this reform. Wonder if John D. has made back the hundred thousand he gave to the San Francis co sufferers, or if he is buying public sympathy in his coming legal trial in Ohio, which? Ailvanltages of 1ice Elevators. It is reported that Jennings is to have a rice elevator this season which will handle rice as corn and wheat are handled in the north. If rice can be handled successfully in this way, it will mean a great saving to the producer. A saving in which the cost of the sacks will be but a part. It will mean that the wagon will be backed to the grain spout of the thresher and loaded by the machine, thereby saving the ex pense of two sackers, two sack sewers, two draggers and pilers and extra la bor when it comes to ioading the rice onto wagons, nor does it end here; instead of the hard labor now requir ed to unload and pile sacks at the ware house, all that will be necessary to do will be to drive onto the dump scale and dump the load, the machinery el evating it to the desired bins. This process of handling rice will save at least twenty cents per sack in the ex piense of caring for same. It is to be hoped that the rice elevator will prove a success. Ilice Market Opens at Niue Dlollars Per Barrel. The first rice of the season was sold in New iOrleans Monday at nine dol lars ner barrel of 16i2 pounds. This was a shilpiment ot lHonduras cupping 37, which was raised on the Bonsecour plantation in Plaquemine parish. This rice was sold at auction. Agent Tubbs made complaint Satur day against a negro for using profane language around the passenger depot. The offender after refusing to plead guilty, declaring that the burden of proof rested with the prosecution, was convicted on the evidence of Mr. Tubbs and assessed two dollars. This is a move in the ,Iult direction, and we hope M r. Tnbh5 1.11 rcontinue the good work ut..,: the practice of cursing around the depot will have been broken un. As it is. the urofani ity that is indulged in about the sta tion is disgusting and reprehensible in the extreme. And in this instance the negroes are by no means the worst offenders, white boys from the age of eight to twenty years are in the habit of cursing around the depot un til it is very offensive, not only to la dies, but to gentlemen as well. Mr. Tubbs has undoubtedly started a good move and we trust he will not lose heart until be has rooted out this evil from the depot grounds at least. There may be nothine in a name, yet the results in the recent primary election in Texas would indicate the contrary. Campbell was the only one of four candidates who was able to successfully cross the barren desert of politics studded with the cacti of pub lic criticism and the sage brush of broken promises.
