'T',) the L:abor I.nions of Louisiana, Greeting: VWill you hear myv plan to spleedilv exterminate the strike mania, that ex ists in all the Unions that 1 know of, and restore all enterprises, of what ever kind concerned, to normal con ditions. It is often a matter of no little mo ment to know just who is to blame for a Strike, the manufacturers of the em ployees. M1ly plan does away with the neces% sitv of a strike, to-wit: Let every organization of labor soe lect a man urnor them, to go as a delegate at an appointed time and place, for the purpose of the organiz ation of a Labor congress of Louisi ana, whose duty shall be, first: To appoint a committee of the best men to sit as arbitrators of any troubles that may come up through any union, in a regular forthm. Second: Te send a man to lobby with the State Legislature in the inter ewt of labor in the state of Louisiana. Third: To appoint a competent committee to reculate the price of labor of any kind or character, es. pecially about the manufacture of lumber. Fourth: To devise ways and means of a medium of exchange between the farmer and the producer, to the day laborer or consumer. Fifth: To arrange a scale of insur ance, house rent, commissaries and v doctor's fees, that will be practicable, both to the employer aun employee. SIxth: To see to it that no scab workmen, or one that does not want to join the union, get the benefits of the Labor Congress. Seventh: To co-operate with, and elect if possible, the Governor of the state of Louisiana, whoever he may be, as vice-president of the Labor Congress of the state of Louisiana, or at least to have the Governor as an advisory councellor to the Labor Congress. Eighth: To submit the scale of wages of every character and kind, to every mill owner, or contractor, or employer of labor of any kind, in the state of Louisiana, together with the laws and rules that shall govern the Labor Congress, and everything that could in abv wise concern them, for their signatures of acceptance, said acceptance and agreements to be final during the life of said agreement.
