The insistent desire of Mr. in Underwood and Mr. Palmer of Penn- A sylvania to prevent the taking up of u currency legitlation at the special ses- la sion has failed, for from sources close fo to President Wilson it is learned that fo the president adheres to his deter mination to have congress pass at least such tanking and currency legis lation as will enable the government to meet any attempt on the part of any group of financiers to bring about a disturbance or thre: tened disturb ance to be held as a weapon over the head of the administration. Such was Mr. Wilson's idea as to what should be done at the special session of con gress along with tariff revision even before he was sworn in as president. The matter was discussed with the then president-elect by Representa tives Underwood and Palmer, among others, and argument was made by them against including any form of banking and currency reform in the extra session program. The message which he will send to the special session on its assembling is expected to disclose in outline the president's idea of what should be done to head off any attempt to cre ate an artificial panic. The president, it is said, has already begun work on t the message. The extra session of congress, call- a ed by President Wilson Monday to as semble April 7, will begin with noth ing but the tariff revision bills imme- b diately before it. This fact was made clear in a statement by Representa- ( tive Underwood, chairman of the house committee on ways and means. Until tariff legislation is well under way in the house, no general commit tee will be named and no other le';is lative subjects will be taken up. The president specified no subject a for the extra session in his proclama tion, but it is fully understood that his message to congress at its open ing will dwell upon the need of tariff revision. The date fixed for the tariff session ws accepted by congressional lead ers with satisfaction. Senate commit tees are organized for iwork and will take up the preliminary stages of much general legislation early in April. A general agreement exists, however, to keep general subjects out S of active discussion while tariff legis lation is under way. House leaders will be able to go ahead with tariff revision as soon as the session convenes. t CARRANZA REB[LS CLASH WiTH FEDERALS Nuevo Laredo Surrounded by Rebels. Twenty-Four Killed in Battle. Another Clash Likely. Laredo, Tex.-Twenty-four dead ana about forty wounded is the toll of a two hiours' battle on the outskirts of Nuevo Laredo Monday morning be tween the federals and the Carranza rebels. The victory went to the fed erals, who lost two killed, while the rebels lost twenty-two, but the city of Nuevo Laredo is virtually sur rounded by a superior force of rebels, and it is expected that the attack will be renewed soon. In fact, the revolutionary leader has notified the federal commander that he will at tack and take the city within a short time. For some days past the lines of the revolutionists have been closing in around Nuevo Laredo and a futile ef fort was made by the federal govern ment to send reinforcements to the small garrison located there, but the rebels destroyed bridges and prevent ed the transportation of troops north ward. Taft Resigns From Yale. New Haven, Conn.-At the March meeting df the Yale corporation Mon day the resignation of former Presi dent Taft as a member of the cor poration was accepted with regret. The capture of a swallow bearing an aluminum ring in Natal, South Africa, the other day, has resulted in an astonishing insight into the migra tory habits of birds. From a number and address stamped on the ring it was discovered that the swallow was one of 11,483 British birds marked in a similar way last summer by enthu siasts, desiring to learn more as to the routes taken by bird migrants, and whether birds return again to their previous nesting sites. This systema tic marking of birds began in 1909, since when' nearly 32,000 have been "ringed." About three per cent are afterwards noted, but the swallow re ported from Natal appears to have made the longest flight so far. A black-headed gull ringed as a nestling in Yorkshire in July, 1911, was found in February. 1912, in Flores, Azores. A starling ringed in Berkshire in Jan uary, '1912, reached llelsingfor, Fin land, in April. A teal ringed in Staf fordshire in the autumn of 1910 was found at l)alarne, Sweden, July, 1911.
