Daily States: The entire state has been shocked by a terrible tragedy in St. Landry parish, in which the sheriff was instantly killed, one deputy mor tally woi'nded and two others seri ously injured in an encounter with a desperate criminal at Mallet Woods, when the sheriff and posse attempted to arrest him. It is another one of hose occurrences which demonstra the uncertainty of life and the neces sity of a great statt protecting the lives of her citizens so far as within her power against the operations of such desperadoes. Gov. Pleasant has gone to Opelou sas to attend the funeral of Sheriff Marion L. Swo;ds, killed while in the service of his parish and state, and it is his intention of offering a re ward on behalf of the state for the apprehension of the assassin, and an, others that may have been a party to the crime. The murderer in this case was a fugitive from justice at the time, h having shot and killed a man in Jen nings, La. This phase of this deplor able affair, emphasizes the necessity of a more rigid handling and guard ing of desperate characters with which the parishes and state must deal. It has become a populJ: thing for citi zens generally to seek the release of criminals, murderers and prisoners almost indiscriminately, either through the parole or by pardon, after they have served but a short portion of their sentences. The public, as a rule, is prone to forget quickly, and to for give almost as readily. Hence, the ease with which long petitions are se cured asking for the release of des perate characters who have been ap prehended and convicted and have been sent where they properly belong. Therefore. while the people stand aghast at this terrible St. Landry tragedly, let them not forget the les (son which it carries-that there should be a tightening of the laws that gov ern criminals, rather than any loosen ing. The board of Directors of the Pub lic Schools of the Parish of Jeffer son Davis met in special session for the following purposes: First, To call a special election in District No. 15 to vote a three mill tax for ten years. Second, to order a special election in Ward No. 21 to vote a special three mill tax for ten years. Third, to create District No. 21. Fourth, to order a special election to vote on a bond issue in District No. 21, with the following members pres ent: Dr. V. A. Miller, Dr. C. E. Hunter, Henry Precht, Z. W. Todd, Ozeman Hebert and John Hay. The minutes of the meeting of May 24, 1916, were read and approved. It was moved by Mr. Todd and sec onded by Mr. Hay that the following ordinances Nos. 25 and 26 be adopted. On roll call all voted in the affirmn live an'l the vice president declared the motion adopted. ORDINANCE NUMBER 25 Ordering a special election to be held in School District No. 15 in the Par ish of Jefferson Davis for the pur pose of submitting to the qualified electors to the said School District the question of the levy of a special tax of three (3) mills for the pur pose of providing additional aid to the public school of the said dis trict number 15. Section 1. Be it ordained by the Parish Board of School Directors of the Parish of Jefferson Davis, State of Loisiana, That a special election be and is hereby ordered tt be held in School District number 15 in the Parish of Jefferson Davis, Louisiana, on the 1st day of August, 1916, for the purpose of submitting to the qual ified electors of the said School Dis trict entitled to vote thereat the quesion of the levy of a special tax of three (3) mills on the dollar of all property in the said School District subject to State Taxation for a pe riod of ten years the proceeds of the said tax to be used in giving addition al aid to the public school of the said school district number 15. Section 2. Be it further ordained, etc, That the ballots to be used at the said election shall be prepared by the secretary of the Parish Board of School Directors, and shall be in the following form: Proposition to levy a three (3) mill special tax on all property subject to State Taxation in School Yes District number 15 the in the Parish of Jefferson Davis, Louisiana, annual ly, for a period of ten (10) years, for the pur pose of giving additional aid to the Public School of No the said School District number 15. Taxable Valuation $------------- Notice to voters: To vote in favor of the proposition submitted upon this ballot, place a cross (x) mark in the square aftre the word "Yes," to vote against it place a similar mark after the word "No." Signature of Voter. Section 3. Be it further ordained, etc., That the secretary of the Parish Board of School Directors be, and he is hereby ordered to cause to be prepared for the use at the said elec tion the tally 'sheets, lists of qualified electors, assessed valuation of prop erty, blank statements for the compi lation of the vote, in number and amount, and other election blanks to cause the same to be placed in the ballot box for the use at the respec tive precincts and make provisions for the transmission of the ballot box to the several precincts of the school district at which the election is to be held. Section 4. Be it further ordained, etc, That the polling place or pre cinct for the said election shall be the school house at Thornwell and the fol lowing three commissioners and clerk of the election are appointed to hold the election: Qomitissioners: Leon Pitre, J. L. Doiron, C. W. Buir gin, Clerk: E. A. Lyon. Section 5. Be it further ordained etc., That. the Board of Directors shall meet at 9;30 o'clock t.. m., on the 1st day of August, 1916, for the purpose in open session, of examining and counting the ballots, canvassing the returns and declaring the results of the said election. Section 6. Be it further ordained, etc., That the Vice President of thq Parish School Board be and he is hereby instructed to give notice of the jiid election by pr6clamation to be published according to law in the following form: PROCLAMATION Pursuant to an ordinande passed by the Parish Board of School Directors of the Parish of Jeferson Davis,, Lou isiana, at its special meeting held June 20, 1918, 1, V. Miller, Vice President of said Parish Board of School Directors, hereby give notice that in compliance with 'said resolu tion a special election will be held in hool District .number 15, Parish of Jefferson Davis, Louisiana, on the 1st day, of Aygust, 1186, for the purpose of submitting to th's property tax payers qualified under the Constitu. tion and Laws of the Stpta of Louis iana to vote at said election the fol lowing proposition to-wit: To levy a special tax of three mills on' the dollaj on .all the property in School District, numbet 15, Parish of Jefferson Davis, Loaisiana, subject to State Taxation, annually, for a period of ten (10) years. IIAt said special election the polls will open at seven o'clock A. M., and -lose at five o'clock P. M., and the election will be conducted in accord ance with the laws of Louisiana appli cable thereto. For the purpose of said election the polling places will be the school house at Thornwell, and the following com missioners and clerks of the election of each polling place have been ap pointed to serve at this election: Com missioners, Leon Pitre. J. L. Doiron, C. W. Burgin; Clerk, E. A. Lyon. Notice is also given that at 9:30 o'clock A. M., on the 2nd day of Aug ust, 1916, the Parish Board of School Directors of the Parish of Jefferson Davis, Louisiana, will meet at Jen nings, Louisiana, and. in open session proceed to open the ballot box, ex amine and count the ballots in num Iber and amount, examine and canvass the returns and declare the results of said special election.
