Be it ordained by the Mayor and Board of Trustees of the si Town of Welsh, La., That it shall be o unlawful for any occupant of any d lands situated in the Town of Welsh, r La., whether owner or leasee, or any iu resident owner of unoccupied lands tc c4 permit trees or any part of trees or o shrubbery growing on any land own- r ed or occupied by them to extend J beyond the boundary line of said V lands in such a manner as to ob- t struct or in any manner interfere p p with the maintaining and operating s r any telegraph, telephone or electric a f light wire erected or maintained by v t the Town of Welsh, La., or by au k thority of any franchise granted by t - the Town of Welsh, La. e Sec. 2. Be it further ordained, etc., SThat in the event trees or shrubbery e giowing on any of the lands situated a in the Town of Welsh, La., shall grow or extend beyond the boundary line c 1 of the land upon which said trees or a - shrubbery grows in such a manner as Yto interfere with the proper main- t ' taining or operating any telegraph, t telephone or electric light wire in vio- c lation of this ordinance if the land 1 upon which trees or shrubbery grows t 9 is occupied or owned by a resident of j - of the Town of Welsh. If the said lands are unoccupied and owned by a non-resident the Sstreet commissioner shall give notice by registered letter sent to the last h known address of said owner, to re move or cause to be removed said interference or obstruction and in the event said interference or obstruction be not removed within ten days then , and in that event the street commis y sioner shall cause the same to be re e, moved. ir Sec. 3. Be it further ordained, etc., That the street commissioner shall - render a statement of all expenses in curred by him in sending notices and statements and in removing inter I ferences or obstructions that shall occur in violation of this ordinance on account of trees or shrubbery growing on unoccupied lands owned by non-residents, to the owner of said lands by registered letter to the lasi known address of said owner and in the event said owner shall neglect or - refuse to pay the same before the * next regular, meeting of thetown * council obthe Town of Welsh, La., the said town council shall assess the e amount with twenty-five per cent ad e ditional to cover cost of recording and a other necessary expense to the said lands upon which the said trees or s, shrubbery grows and said assessment shall constitute a first lien and priv a ilege on all lands so assessed State, Parish and municipal taxes excepted, and shall draw interest at the rate of twelve (12) per enot per annum until paid all of which may be recov? ered in any court of competent junri Idiction. Be it further ordained, etc., I That each and every five days that trees or any part of trees or shrub bery growing on ocupied lands or upon unoccupied land owned by a Sresident of the Town of Welsh, La., shall be permitted to interfere with E or obstruct the proper maintaining or operation of any telegraph, tel. phone or electric light wire in the Town of Welsh, La., in violation of this ordinance shall constitute a sep Sarate offense and shall subject the violator to all the penalties provided r in Sec. 2 of this ordinance. Be it further ordained, etc., That this ordinance shall go into ef feet immediately after its adoption . and publication and all ordinances or parts of ordinances contrary to or in conflict with the provisions hereof be and the same are hereby repealed.
