The Mayor and board of Alder men of the Village of Winnfield met to-day in regular session and adjourned over to 7 o'clock a. in. tomorrow. W1.oDNE.DAv, Oct. 2. 1901. The Mayor and Board of Alder -men met in adjourned session to-day, all members, except M-r. Long, and the Mayor present. Minutes read and adopted. Mayor Tannehill suggested the building of a substantial calaboose, that an ordinance be pas.ed to prohibit the opening of barber shops on Sunday, that raCing on the streets with horses and vehicles be prohibited, that the ordinance relative to negro shoot ers be amended so as to include air rifles, that ordinance relative to driving on sidewalks be amend ed so as to make heavier tine where (caes are carried to Mayor's court, that the ordinance granting fight-of-way to the L. & A. rail road he amended so as to incluh'e (west boundary street. On motion of Mr. Coates Or dinanee No. 19 was amenled to read as follows: ORDINANCE NO. 19. Grantimmg right-of-way to the Louisiana & Arkansas Rail road. Sec. 1.-Be it ordained by the Mayor and Board of Aldermue:l of the Village of Winnfield, Lin regular session convened: That for and in consideration of the benefits accruing to the Village of Winnfield by reason of the Louisia:a & Arkansas railroad running through its limits the fol lowing territory is hereby donated to the said railroad for use as switch yard and depot grounds, to-wit: That part of South boun dary Avenue from the west side of the Arkansas Southern Rail road Company's right-of-wav, running west to a point west of St. John street where the surveyed line of said Louisiana & Arkansas railroad strikes west boundary avenue: also 150 feet north from the south end of Abel street. The said Louisiana & Arkansas Rail road Co. is also permitted hereby to lay tracks across St. John and Jones streets at a point where the said streets cross its yard and depot grounds. Sec. 2.-Be it further ordained: That the said Louisiana & Arkan ,as Railroad Co., shall have use of the franchise and donations as set forth in the preceding section of this ordidance from and after such time as the said Railroad Co. shall locate and maintaid its railroad, switch yard and depot thereon. See. 1.-Be it ordained ,,v t!,he Mayor and Board of Aldermen of the Village of Winlfield. in regular ses.,ion convened: That hitching. riding. driving, or stop ping wagons, buggies or horses on the sidewalks of the said Village shall he prohibited. Sec. 2.-Be it further orlainedl. etc.: That any person, or persons violating the provisions of this ordinance shall be subject to pay a fine of not less than one dollar, and in default of payment be imprisoned not less than 5 hours or both at the discretion of the court. Sec. 3.-Be it further ordained. etc: That the term sidewalk ast used in this ordinance shall in elude twelve (12) feet frontage from the line (of each block facing the streets inl the said Village. Closing Barler Shops., Etc. on Sun ii lay. See., 1.-Be it ordain.l by the Mayor and Board of Aldermen. of the Village of Winnfield in regular se-.ion convened. That all barber shops located in the Village of Winnfield shall rm*nain closed on Sundays. Sec. 2.-Be it further ordained, etc: That any person or persons who shall open their barber shops on Sunday shall be guilty of a misdemeanor and upon conviction shall be fined in a sumn not less than $5 nor more than $10, and in default of payment shall be im prisoned iot less than five hours nor more than ten hours or both at the dic.retion of the Mayor. Sec. 1.-Be it ordained by the Mayor and Board of Aldermen in regular session convened: That horse racing and fast driving on the streets, within the corporate limits of the Village of winnfield, is hereby declared a nisdlemeanor and shall be prohibited. Sec. 2.-That any person or personA violating the provisions of this ordinance, shall be subject to pay a fine of not less than one dollar, and in default of payment shall be imprisoned not more than 24 hours, or both at the die cretlon of the court. The following petition was presented by Mr. White of the Louisiana Telephone Co: To the Hlonorable Maylor and Board of A.lerineti of the town of Winnfield, Winn Parish, La.. The Louisiana Telepholne Coim pany, or .l. S. White, inow put ting up and operating the only Telephone systemii in the town of Wtinnftield, Parish and State aforesuid, res.pectfully petition your lHonorable Board to grant the Lout isiana Teleplhone Coinpa ny, or .1. S. White. the extclu-ive right and priviledge to operate a Telephone Exchange in the said town of Witnfield, Winn Parish, La.. for ia period of ten years. The La. Telephone Comn., or .J. S.S. % ite, hereby obligatel it self in consideration of the afore said right and priviledge not to increase the regular rate of $1.50 per month for residence, and $2.50 p)ertumonlth for business houses dur ing the period of time aforesaid, provided i an exclusive priviledge to operate an exchange tiay be granted your petitioner; and said Telephone Company, or J. S. White. further agrees to connect free of charge with all Long Dis tance Lines running into said town of Winnfield, La., and fur ther agrees to give the best ser vice with the latest Long Distance Telephones on all connections. Respectfully submitted, Louisiana Telephone Co, J. S. White. Ordinance No. 28 Granting an exclusive franchise to the Louisiana Telephone Co., to operate a telepcone exchange in the town. Section 1- Be it ordained by the Mayor and Board of Alder men of the Village of Winnfield, in regular session convened: That there is hereby granted to J. S. White, Manager of the La. Telephone Co., an exclusive franchise and privilege in the town of Winnfield, La., for op erating a telephone exchange, the said franchise and privilege be ing granted for a period of ten years from this date upon the following conditions to-wit : That the said La.
