PRESIDENT'S REPORT Tallulah, La., Jan. 14, 1920 To The Honorable Board of Commis sioners Fifth Louisi·aa Levee District 1Gentlemeoa: I begrto submit the following re-1 m- port of genera! conditions in the Dis trit: I have been unable to make an in spection of the entire District recently owing to the weather conditions. G Very little has been accomplished since car last meeting, in levee con structicn, or repairs, owing to the lue stage of the river and almost con ' stant rains. we In East Carroll Parish the new 1 levee machine at the state line has been in place for some time and r:ar'y for work, when conditions per The large machine above Lake Pro vI, ence has been unable to do any thing. Wilton Enlargement has been ex in tended to another year and funds are being used to build emergency loops Sat Om'ga, Moraney and Harris Field. Omega is covered by two good out fits and can be complbted in fbrty - working days. Morancy is covered by a very gocd feorce but nothing has been accomp lished on account of seipage water and rain. Work on the long line at Morancy hase bee suspended for the present and I fear it will be several months before they can resume wor. Milliken's Bend and Cabin Teele leavesa hare been completed. A short loop at Harris Field has been qtaked out and advtaisd. The Government Levese Machine at Diamond Island, ha been idle f.. some time. The Government Machine station ed between the Burn and Ashwood has been hlaid up for aome time also. We had aquite a slide er sub eidation of the enlargemeat at Hard Time Dike that caused considerable un easiness, I think we are prepared to _ meet anyJ emergecy there. S There is also a Gove.mnent levee machine at Kemp that has accomp lished ver little recently. We hasve force on ougers Levee catting ad restorng same slides that have accomplied ver littL. The esring baks at Moraacyi Omega and MHri Pld has. done very little eaving during the last ten days, a slge the wqter ham receded. T. P. MEMBERSKIP DRIVE IS NEXT Forty Thousand Members and Seven Hundred Charter Sinatures Is Goal Set. .. Forty thousand members, seven hun ed charter members, and revenue of $ 0,000. hat is the goal set for the Loutsi a Division of thie American Cotton sociation, and which will not only attained, but exceeded by the end f January. President J. S. Wannamaker has set goal of one million members for the ssociation, and that has been. fixed the slogan for 1923. Louisiana's pry rtion of that is c(,nrparat:vely smalL nd will be comparatively easy of at ainment. In the Carolinas and Goor in, where the wprk of organization as begun and completed early in the all, and the membership campaigns Iae been finished In some count!es, ! they have more thin passed the mark set for them, and Louisiana is going to do the same. The work in Louisiana up to the present. ihas been in the lire of organ I isation. For three months, Field Organ izer Frank A. Cr!ppen has been in the per'ishes of North Loulsian,, helping t.ie l1aal committees perfect th; parish organizations, and sowing the seed of "Unity," which Is the watchword of the Louisiana division. The spirit of - the farmers and Vusineas men hbs been - a splerded realization of the hopes of ' the men who founded the American Cotton Assoelatlon. They have come to realise that the only force which will p ut the cotton industry on its feet, where it will no longer be the football of speculators, is united act:on upon f the part of all who have any interest, Steither direct or remote, In cotton. i Great care has been exercised In the i selection of t.e pariah chairm'mn, the ! parish secretaries, and the represerta ti Uves to the State Committee. These men are the executives who w!ll have the great bnrde.i of the membership on their shoulders, and they are men who w'll toe the mark.
