Purchasers have often noticed bow strawberry boxes were made with the bottom reaching near a quar ter of the top. There is a great demand among retailers for beavy wrapping paper and paper bags, and the foods bought by the con. somer are usually weighed in the paper. Bottles are made with bot toms protruding an inch or more into the interior, that the dealer may cheat the purebaser out of an amount of the purehased liquid which may be displaced by the protruding bottom. Very few beer bottles or other containers now on the market hold as muheb as they are represented to hold. Most of the bread on the market is short-weighted, and measures of many kinds, a the scales are de. vised with the one purpose of de frauding the consumer. People should watch out for these frauds, and protest against them, not so much because of the amount they lose by them, but because the principle is bed. It is nothing short of stealing, and it ought to be the duty of every American ci. tizen to do his part in freeing the oountry of graft of this kind as well as of every other kind. It is this petty thievery on the part of Ameriea's businessmen that is re. fected in the political graft and even in the burglaries and high way robberies which so sorely menace our country. The town authorities some time ago de molished by authority of an ordi nance, the little building of Mrs. Alexandre Faucheaux, who held the property by transfer from the Catholic Church. Mrs. Faucheux sued the Town for $10,000 dama ges, at the trial the Town attorney filed an exception of no right of action which exception was mainD tained by the District Judge. The case was appealed to the Supreme Court. The Supreme Court re versed the decision of the District Court Now the case will have to be tried on its merits. The real ownership of the land will become the main issue, and we expect a hard legal battle. Neighborhood Favorite. Mrs. E. D. France's Low Birth Rate. N. 0. 8tte. The French authorities, unlike President Roosevelt, do not write congratulatory letters or send auso. tograph portraits to parents who have fifteen or twenty children in order to encourage the production of large families. Recently M. Maurice Barris was appointed to distribute for the French Acade my, the "prix de vertu" presented 300 francs each to the parents of a peasant family of nineteen and of twenty-one children. "Such mo thers," declared M. Barris, in commenting on his mission, "are saints and heroines." But it is safe to say that the average American will regard a premium of only three dollars per child as rather poor encourage. ment to raise the birth rate of France, which at the present time is alarmingly low. All things con sidered it would appear that the French government could well af ford to adopt the suggestion of the French Academy and offer a far more substantial reward to the heads of large families. While official recognition, however, un substantial it may be, is highly re garded by the common people of France, if the government were to offer a reward for large families and give a sum of money sufficient to assist materially in their main tenanooe there is no reason to doubt that much better results in the matter of increasing the birthrate would be obtained. It seems to be agreed on the part of the French authorities that something will have to be done to awaken the masses of the people to the great danger of race suicide. The statistics of 1906, we are told, show for France the lowest birth rate in her history, as the plurali ty of births over deaths was only 26,000 in a nation numbering 40. 000,000 people. It is very evident that under this condition it would be impossible for France to reco ver from the loss of a great war and her decline would be inevita ble. There has been a decrease in the birth rate of the United States, but as yet it is trifling in compari. ion with that of France, but never. theless it is well to be warned by the dangers that now confront that sountry.
