Second:-The said electric rail way shall be built and completed as a line independent of thie South ern Pacific Railroad or the Frisco Railroad or any railroad owned or operated by the said railway com panies. M, proceed to open the ballot bax, examine and count the ballots, in number and amount, examine and canvass the returns furnished them by the Board of Supervisors of the Pa rish of St. Martin, formally de clare the result of such election and promulgate same in the man ner provided by law. Be it further ordain ed, etc., That the commissions of of election as herein above appoin tad shall receive the ballots of any and all property tax payers of the Town of St. Martinville, who are under the constitution and laws of the State of Louisiana, entitled to vote in said special election, upon which ballot the voter or voters shall have endorsed or caused to be endorsed his name and the proper ty before depositing the same in the ballot box. Section 6. Be it further ordain ed, etc., that this ordinance shall be published in the Official Jour nal of the Town of St. Martiuville during a period of thirty ( 30 ) clear days prior to the date of said election, and that this ordinance take effect from and after its pas sage and promulgation. This, we believe, would be a serious mis ake as Mr. Fay. rot is one of the most valuable school men in the State and should not be removed to make place for some political favorite. Mr. Fay rot has worked with us several years as our Superintendent and we have learned to appreciate his valne as a school man. Mr. H.
