In respect of the Porto Rico tariff bill there has been no change what. ever in public opinion. The majori ty of Repubtican, Democratic and Independent newspapers continue to denounce the measure as unamerican anud nocons'itutional. It would be w•ell for the Mail and express anl other defetniers of McKinley's act of tpelfidy not to shout too soon. There is a possibility that the Su preme Court of the ULtted States masydecide that Congress h.s no power to govern the island indepen dently of the constitutio,, no)r can it abolish the coustitution for campaign purposes. The consensus of opinion is that when the Supreme Court ren ders a decision it will declare that the constitution follows the flag and that -the people of Porto Itico shall enjoy the same rights, privileges and im. munities as are emrjoyed by cttizens of the United States. .We.k In War sand Peace. There is little doubt of tee liability of Mr. McKiuley and Secretary Root to impeachment for the opeu viola tion of law in paying two salaries to favoted army otf.cers in Cubs, and they would be likely to get it if Con gress had a democratic majority. Secretary Root's answer to the Sen ate resolution asking for information is a pettifoggying document from start to finish. It tells only a part of the truth, which is often much worse than telling a lie, but even then it contains a practical acknow ledgement of violatiou of law by the executive branch of the governmeunt, In the citation of acts of Congress in 1849 and 1853 authorizing extra oompensat'ou for army otticers who performed civil duties in Mexico and California. This Congress would have done to bsafle for otaeri iut Cuba, had the necessity for such action been brought to its attention by the War Depattinont; but that doe, not excuse the violation of law on the part of the President and the Secretary of War. In citing Acts of Congres as sa p iecedent Mr. Root shows that he knows that C'ngress alone has the authority which the executive branch branch of the gov erument has in this case usurped. And that isn't the only ugly thing about Mr. Root's answer. Ills argu ment that the regular allowance of an annual sum from the Cuban rev., nues does not constitute a second salary for the officers nam.d is farci. cal, but his failqre to name all the officers who are known to haye had anu adlwanýce' is worse. It is too much to expect anu thing approaching a thorough investigation of WIar De partmeut expenditures in Cuba, from a republican Congress, but steps will be taken by others to get at the truth and make it known to the people of the country. Mr. McKinley is unquestionably the man who engineered the plans which resulted in the refusal of the Senate by a vote of 33 to 32 to seat Mr. Quay. Mr. .McKinley has had it in for Quay for just about four years and ahts been patiently await. ing a chance to get eten. In older to throw Quay and his friends off the scent, Boss Hanna allowed h:m self to be counted as a Quay man until the day of the vote, when it was announced th-tt he was paired against Quay. It would be interesting to know how Mr. McKinley iuduced Senators Aldrich and ieveridge, both Quay men, to absent themselvcs without pairs. Their votes would have seated Quay. Mr. McKinley may, however, find his triumph a dearly bought one, as Mat Quay is about as ieeutless an enemy as any politician could possibly hate follow ing his trial awaiting au opportunity to strike. Admiral Dewey will not make a statement of his attitude towaid iea portant public questions, unless he changes his mind, but, will ask the Kansas City convention to nominate him for President solely on his rec ord. That shows how guileless, in a political way, the dear old boy is. Think of the absurdity of a great party nominating a man for Preow. dent without knowing how he stood upon a single one of the great issues upan which the campaign will be fought.
