8ATURDAY, M.AY, 12, 1900.
They have taken the negro JI full
fellowship.
The die has been cast, the Rubt
con crossed. The erstwhile "lily
white" Republicans have fnally
thrown aside their proud badge of I
distinction, given them in virtue of
the fact that they were Indisposed to t
recognite the equality of the negro,
we mean political equality. At their
convention held last Monday week,
they took the "brother-in-black" in
fall political fellow ship by electing
a negro one of the four delegates at
large to the Philadelphia convention,
and another negro as his alterna.e.
Joseph LeBlIao-we believe the same
LeBlsac who resided here at one
time-and Charles A. Bourgeois are
the two lucky colosd men so chosen.
Thus the negro ametill a factor in
Republican politics, since he must be
rackoned with ant recognised by even
the erstwhile proud "lily whites."
That is what we have always con
tended: That whoever called him
self a Republican had, sooner or lat
er, to recognie toe political equality
of the negro, and to bend before it,
for that equality is one of the funds
mental doctrines of the national Re
publican party. To be a Republican
one has to embrace the doctrine of
the party faith, however oonomious
some of them may be.
In accepting this fundamental)
principle of the Republic.,: lart,..
the erstwhile "lily whites" have ta -
ea an advanced forward step in the
march of their political evolution,
and may now be reckoned fall-fedg
Lipubli ans, without amdt or sums.
They are Republicans pure and
simple, sad only need the recognition
of the national Republican party to
roand them out
Will they receive that eoveted rec.

Amendl the Election Law. ti
il The election iqw has been tried and
found good. From all accounts the t
people, the rank and file, like it, and o
would not return to the old system.
They seem to be particularly well
ly pleased with the secresy of the bal
lot, and in that connection it is sog- t
gested that booths be required for
to the counotry, as well as for large
' iaties, in order to better protect this
er cresy. The voter should be unob- t
served by any human eye, when pri
paring his ballot, to the end that he
eas out an absolutely free and ntram- I

WASIINGUTON LETTER.I
(Ifrorm our requnlrCorrespoinde t.)
WAasriNOTOs, MAY 4, 1900.
Di's the admdnistratin really favor
the NiLaragua Canal ? In view of the I
known condition of public sentiment, -
that question may sound odd, but
which p.eceded the passing of the
Nicaragua Canal bill by the House
which made it pertinent. Represen.
tative Hephurn. of Iowa, who was ti
charge of the bill, had a se,,satiom.al
row with Representative Cannon, if
Ill., a wan close to the administra
tion, whom he charged with working
in the Interest of the Panama Canal
ring, in trying to defer action on the
bill. Representative Burton, of
Ohio, also a man close the the ad
ministration, made a speech against
naming the route of the canal in the
bill. These things were enough to
i:rouse the suspicion that the admin
istration was not acting in gool
faith, and there were others. It is
said that the failure of the Canal
Commission to make a preliminary
report was owing to a hint from the
administration. Perhaps Bose uan.
us thinks of working the Panama
Canal Company for a big campaigo
contribution. At any rate, it is well
known that the bill just passed by
the House will not be acted upon by
the Senate at this session.
Capt. Chadwick has found out that
the protection extended to Rear Ad
maral Sampson by the adm:nistration
does not include all of Sampson's
friends. Secretary Long's letter re
primanding Chadwick-the second
within a year for the same off ,ne-,
published this week, for slurring at
Rear Admiral Schley, was about as
stingiiLb a docum. nt as was ever sent
by a Secretary of the Navy to an
officer; but the universal verdict is
that Chadwick got no more than he
deserved.
Senator Sewell, of N. J., has more
nerve than most of the republitcao o
Senators on tie trust question. His
republican colleagues work for the
r tru.ta on the quiet, but he had the
audacity to say in a speech on th. I:
loor of the Senate that the Standard
Oil trust and the Sugar trust were
public benefactors. A few more I
benefactors like them and there will
r be no more trusts. Benefactions of
the sort they bestow contain the
germu of revolution. Senator Petti. 1
grew presented figures showing that ti
neither of the trusts named by Mr. I
Sewell had done anything which was 1
I, not directed toward the crushing out I
of competition and the increase of 2'
their own profit. d
S From every direction cmes the a
Ir strongest evidence that the tepubli 1
cans have a hard fight before them. I
r Nobody realises this any better than t
a Boss Hanna, and he sl frank enough I
e to say so. That there is a general t
4 revolt against the policies and prace
tiers of the McKinley administration I
is certain, although its strengh is as
yet amuertain. Ml. H. J. Jackeo, a
r business man of Fall River, MaI,
I. has been showing his Washington
b friends a letter written him by a
is prominent citizen of Massachusetts, I
from which the following is quoted :
"F'rom this distanoe it looks as
s though the game of national politics
F- is going to be a hard one for Presi.
a, dent McKinley to play this year. r
The coming of the. Boer emiesaries
seems likely to stir up a hornet's nest
among the Irishmen and the German
Dukh sympathizers of the Boers in
wthis country. The longer the war
a continues the American sentiment
. seems to grow against Englalnd."
* Mr. Jackson says of the political
1 outlook : '.The republicans are going
1, to have trouble is New uEnglanLd.
N There are a great manuy causes to
which this cam be attributed." Yes,
and the- are utang to have troule in
all ;he other setiMons of the country,
and they ait nely goinug to get what
h they deserve.
- The U. 8. Supreme Court, after
y speidiig two days hearing arguments
a in the Kentucky case, took a rcces
d nutil iAlay 14, when the decisioc will
n prolably be made public.
r It look as though the republican
r. leaders in Congress had become
Safraid.to carry out the imperialistic
f programmoe mapped out by Mr. Mec
*, Kwley, until after the Preadential
at election. The Spooner Philippines
i. bill, which gives Mr. McKinley auto
cratic control of the Philippines un
a der civil government, wht h he now

Sias slated for postponement until the
Snext sesioa of Congress. Public
ae sentiment has frightened the repub
on iican steering committee of the Senats
re and ita members ignore the Spouer
el lill in preparing a legislative pron
m grsamme for the remainder of the
rI present session. This does not mean
p. the abaudonment of that imperialistic
measure, but that the relpublicans are
afraid to pas it now fur fear of its
eflect upon the voters.
The republican majority in the
ill eate stood by the trusts and voted
Sdown 8enator Berm y's anti trust
a mendment to the army bill, which
' merely instructed purchasers of ary
Ssupplies to give prefereaue to hiklers
not connected with a trust. Not a
