Rural Frea Dalivery. As order No. 875, of the Post Offide Depariment, may not generally be understood we print it below for, the benefit of the public. First. That on and after August 1. 1900, "the drop letter" or one cent rate of postage will not apply within rural free delivery limits. The two cent per ounce rate will be exact(ed within such delivery upon all first class matter, except postal card'I. Second.
