Next rnautth a vacancy will occur on the Supreme Betlch of this Slate. Of the gentle men suggested none reside in the district which will be unrepresented when the vacan cy occurs. In consideriing the claims of the Jawyers of the district we hope Gov. Heard will not pass over Lafourche without due consideration. This parish has never been represented on the Supreme Beach, though It has furnished some of the best legal talent in the State. If a life long and faithful service in the ranks of the Democratic party entitles a law yer, who is also the peer of any in the State in point of legal acumen and ability, to pub lic recognition we would suggest the name of Judge L. P. CAILLOuLT, of Lafourche, for ap pontmnent upon the expiration of Justice Breaux's term, to the position on the Supreme Bench. .fudge Caillouet is one of the sound eat and ablest lawyers in this State, a scholar of no ordinary attainments and a gentleman of known integrity. Save the position of District Judge which office he is presently holding, he Ilas never occupied any public position. This is nut because the people did pot recognize in him every characteristic ne peseary to fill the highest positions but be cause he preferred the peace and quietness of public life, devoting all his time to the study of the profession of which he is one of the nost gifted and brilliant members. Modest ¢nd unassuming Judge Caillouet would bring %o the Supreme Bench that dignity, decorum and purity which should ever cluster around Jhe judicial ermine. In suggesting the name of Judge L. P. Caillouet, for Associate Justice the SENTINEL does so conscious of the fact that the name itself alone will cause Gov. Heaid to consider the matter thoroughly. He could not do a better act as Governor than to appoint our' distinguished fellow citizen to the position on the Supreme Bench of Louisiana, which will become vacant upon the expiration of Justice Breaux's term next month. It matters not with how much ability and wisdom our a~ssociate Justices on the t~upreme Bench discharge the functions of their exalted offices, for after having served twelve years upon the Bench they should be retired that others who are equally worthy might be given a chance to add lustre and honor upon the judiciary of our State. SENTIMENT NoR SYMPATHY SHOULD EVER BE 4 GOVERNING PACTOR IN DETERXINING THE AP PoINTXKNIS OR RE-APPOINTMENTS OF KEN TO OF rICE. We hope that Gov. Heard will be guided by a sense of justice and fairness in filling the vacancy which wrill soon occur on the (supreme Bench. O'ONCEALED WEAP~ONS.. The practice of carrying concealed wea ponms is every day the cause of untold crimes and lawlessness. Homicides follow each other in quick succession and yet no progress is made to arrest the reprehensible practice. Does it not become every man of family every man of judgment, sense and christian feeling-to protest against carrying concealed weapons and to endeavor to devise means to prevent it altogether if possible ? We ask, in all candor, is there a man. living who sanc tions in a civilized community this practice ? Why then is it so general ? Is the weapon carried for self protection, or is it done be cause the carrier thirsts continually for hu man gore and only waita bls opportunity to consumate his barbarism intent ? If it is only for the former, that is, for self protec tion, we believe a remedy can be dtevised, and even now the practice can be lessened. We have of late appealed to the approach ing LI islatgro thr-ough tlhe columns of the BaErswaE, fo agequzste laws on the subject and we hope that our appeal will not be $tqpt4 as Qjbtbon woui4 man "with silent eoI~t-mItel~ ." The laws are inadequate io correct the evil as we would want to see it, still if the officers of the law will conform to the oaths they have taken and perf vin thMr duty as become tFbse who do not want to prove re creant to their trust, the number of homi cidtb can be diminished. The knife and the ever ready pistol must be got rid of. We lice in an age of civilization when we do not think it should be ne'cssary to make a walk ing arsenal of one's self, unless one be so weak as to fear for his life if he is not loaded' with a deadly weapon. Self protection ! Self protection against whom and for what? The law against carrying concealed wea. pons should be enforced to the letter. Let it be made the aim of those whose duty it is to prevent the violation of laws to see that the infractors be brought to punishment. The sentences of the court should never be tem pered with mercy but should be rigorous. just and impartial. Until our Grand Juries and Courts throughout the State take this matter up and act severely aýainst time infractors of the law, our court records will be replete with these homicides. Where everything is so peaceful, where happiness reLkns so su. preme, when the pistol and its twimi brother the bottle, are found, why are they intro- I duced if it is not to bring trouble and misery. We should then put down these arch ene mies of the human race. LOCKS FOR BAYOU LAFOURCHE. The following from Washington an nounced that Representative Ransdell has se cured the addition to the Rivers and Harbors Bill of a provision permitting the Lafourche Level. Board and the Atchafalaya Levee Board to place a permanent lock and dam across bayou Lafourche at its head. Pend ing construction of this permanent lock and dam the Secretary of War is authorized in his discretion to permit the building of a temporary structure providing same is auth orized by the legislature of Louisiana. Congressman Ransdell as well as coii gressman Broussard deserve the uniimitedl ' praise of the people living along Bayou La fourche for their untiring and repeated ef forts to have placed in Bayou Lafour."he dams and locks that our people might not suffer from disastrous overflows any longer. The rivers and harbors bill, which was reported to the House last week, carries the following items of interest to Louisiana: Bogue Chitto $5000. Tchefuncta river and Boguefalaya $1000, Tickfaw and tributaries $1000, Amite river and Bayou Manchac $2500, Bayou Teche $7500, Bayou Xermillion 80000'.I Mermentan *2500; water hyacinth, Louisiana and Florida (in addition to $42, 000 on hand). *50,000, Red river, I.ouisiana. Ai-kansas and Indian Territory, $135,000; Bayou Barthio mew, Louisiana and Arkansas, $5000; Bayou Boeuf *5000, Tensas and Mfacon *25o0, Bayou. - Lafourche $7500. The insufficient provision for public edu cation in the primary branches is not alone felt in Louisiana, a fact which has been most graphi-ally shown in a statement by the Louisiana State Treasurer; nor is this defi ciency confined to cities adjacent to New Or leans. It is experienced in other States and other cities as well. From a message by Mayor Low to the Board of Aldermen of New York city, it is' learned that the metropolis will spend this year $19,'263.017 on its public s-hools, in ad dition to nearly a half a mnillioni dollars for the mnaintenanee of its Normal ('ollege and the College of the City of New Yor-k, and y4t Mayor Low says that *l0,000.00() are urgently needed to-day for new scbool sites and school' buildings, and lie believes timat this should] be the first claim upon the, resources of the city. The (-onditions in New York are onily mentioned for the purpose of showing that' we in Louisiana and New Orleans are not alone deficient in school accommodationa;I nevertheless, we ought to do all in our powej to remedy our deficiencies in educational pro visions, by striving, above all other consider ations, for the instruction of the rising and future generations in the primary elements of an education. If the State will teach all its people to read and write and cipher, sol that they will not onliy be able to carry on! their business to advantage, but will be able to vote intelligently, it will be doing a better and greater work for them and for the State than if it were to give every soul of them a college education. The illiteracy among the white and black population of the State is the greatest blkt upon it.
