CLARK. j I I j j The convicts under the sheriffs guard have completed the levee of King's bridge, and are now employed on the Bellevue road. The first bale of new cotton arrived in Washington Thursday last and was purched by Antoine Pierrel for 10 cents a pound. Yellow fever prevails to an alarming extent in New Orleans, Vicksburg, Memphis and Gienada. It was declared epidemic in New Orleans last Wednes day. Well Done .—Over 400 voters have registered at Church Point and Plaque mine Brulee. These are Democratic strong bolds and will be heard from in November. Etienue Ross, colored, took it into his bead that " Christmas was coming" and lie wished to be prepared for it, by stealing eight fine turkeys from our energetic frieud Mike Scanlan a few nights since. He was arrested, and has since been bonded out. He will likely work it out on our public roads next fall. We publish jtbis week the full Demo cratic ticket for State, Congressional and Parish officers, excepting magis trates and constables,-a, full list of which we have not yet received. The parish executive committee will bold its first meeting to-day. We hope measures will be adopted to prosecute a vigorous campaign. We again call the attention of that committee to the fact that iu some wards no nominations bave been made for magistrates and coustables. Another Fever Preventive. 3Editor New Orleans Times.: Dear Sir —I have been frequently so licited, by persons to whom 1 have re commended what I regard as an infalli ble preventive against yellow fever, to inform the general public of it through your columns, giving the experience that induced the belief. In the summer of 1867 I shipped from Savannah, Ga., ou board the schooner Walter Smith, for New Orleans via HnvmH, as boy-aboard-ship. Upon our «arrival in the harbor of Havana we were informed that the vomito was waging in the city, and that there were «ouïe thirty cases on a brig anchored wMsiu a few yards of us. Our captain, a Spaniard whose name I do not remember, instructed the cook to bake some biscuits of flour and pul verized charcoal, of which we ate at every meal. We remained at Havana for three weeks, shipped a deck load of sugar, and escaped without a Single visitation of the scourage. I have al ways attributed our immunity to the charcoal biscuits, and whenever I find myself in an infected oity, which is frequently the case. I return to their use, and always regard my exemption from the fever as a legitimate result. Tramp. A Cheap Disinfectant. [Galveston News.] Mr. Frank D. Harrar, yesterday, in conversation with a reporter, stated that he had followed a prescription given in last Sunday's News, and had succeeded in getting a most effective disinfectant and deodorizer in great quantity at an expense of twenty cents. Taking one-eighth of an ounce of nitrate of lead and dissolving it in one quart of boiling water, he poured the solution into a tub containing between five and six gallons of water in which had been previously dissolved one ounce of com mon salt. The mixture produced a thin, white sediment at tfie bottom of the tub, and after allowing it to settle for several hours he drained ofi' about six gallonsof inodorous, clear and taste less liquid. He used this on several alley ways and sinks which had been most offensive, and found to Iiis satisfaction that it " worked like a charm.* The above is given for the benefit of those who would wish to have a cheap disinfectant; twenty cents worth would last a house-wife almost the entire sum mer, and it might also be used by those who find the fumes of carbolic acid disagreeable. Mother and Infant Saved .—Nearly nil the cars are shivered to atoms, the front, or emigration train, presenting a mass of fine splinters. It was in this car that the greatest loss of life Occurred, and to those who beheld the wreck it is a Bitter of greatest wonder that any of it« occupants escaped death. And vet, strange to say, a woman and her babe, who were in the front part of this car, when the crush came, were taken out from the midst of the mass of crushed timbers comparatively unin juxed.—[Pittsburg Gazette, VOLUME 1. O Health of Tobx V cco Operatives.— Writers on the diseases of artisans iiave made many vague statements on the supposed baneful effeets of tobacco on the workmen. It is said they are liable to bronchitis, dysentary, ophthalmia, , carbuncles, and furuncles. At a rneet i J*»« of the Royal Medical Society of I i'aris, however, before which a memoir, to this purport was lately read, the facts were contradicted by reference to I the state of the workmen at the Royal Snuff Manufactory of Gros Caillon I where 1000 people are constantly em ployed without detriment to their heal tl This subject has been since investigated with great care by Messrs. Parent Du ehatelet and D'Arcet, who inquired min utely into the state of the workmen em ployed^ all the great tobacco manufac tories ol France, comprising a popula tion of about 4000 persons ; and the re sults at which they have arrived are, that the workmen very easily become" habituated to the atmosphere of the manufactory; that they are not particu larly subject either to special diseases or to disease geneially; and that they live on an average quite as lougas other tradesman. These facts are derived from very accurate statistical returns.— [Christison, on Poison. DIED : LASTRAPES—On the 18th inst., at Laplace plantation, in St. Martin's parish, Rosa Olivier wife of Afied Last rapes, aged 21 years and 10 months. A year ago, as loving hands twined the bridal weal th around her brow, how little they thought that scarce twelve months would roll around, ere they would be summoned to the "chamber of death," to fold her hands across her breast ! j A yrar ago, as a merry crowd assembled to I wish happiness aud long life to the young I couple, they little thought that in. so short a time, one would be called from the home she j had just entered, to bless with the sunshine of j her presence. A year ago, young and beautiful, loving and I loved, she uttered the solemn vow " until death I us do part." We seldom think of the great event of death, until the shadow crosses our path, hiding fron: our eyes the loved one, whose living smile was the sunlight of our existence. But the flat of nature is inexorable. Dear Rosa, only we who knew and loved you iu your childhood, your girlhood, aud your womanhood, can.justly lijourn your loss. Y et it is our selfishness makes us mourn ; for we feel that you have only passed through the dark valley which leads to Paradise, aud are how lu a more glorious sphere of existence " where the saints pf all ages iu harmony meet." Loved friend, we feel it would he siutiil to wish you back, in this world of woe ; yet we were more than human could we repress al' regret for the pleasant past, forever flown, when as firm friends, wc sympathized in each other's sorrows, and rejoiced in each other's joys. M. Meeting of tiie Parish Board of Health. Opelousas , Aug. 19th, 1878. The Board of IJealth met pursuant to a request of Dr. R. H. Littel!. Pres ent: Dr. T. A. Cooke, Dr. J. G. Camp bell, Dr. J. L. Estorge, Dr. L. Hadden and Dr. R. H. Littel!. The Board proceeded to organize. On motion of Dr, Cooke, Dr. Ii. H. Littell was elected President, On motion of Dr. Campbell, C. Mayo was elected Secretary. On motion of Dr. Campbell, Resolved, that section 1 of the quarantine ordi nance, adopted August 13fch, 1878, by tiie Police Jury of St, Landry, in refer ence to persons coming froi# an infected district, be and is hereby approved by the Board of Health. On motion of Dr. Estorge, Resolved, that all dry goods, baggage, coffee, bag ging, groceries or merchandise are here by declared to be liable to import yellow fever, when coining from an infected district, except mess pork, mess beef, flour, meal, grits, liquors in barrels or demijohns, lard in tierces or kegs, coal oil, turpentine, oils in barrels or cans, all canned goods and liquors and medi cines in glass, to be opened and the packing destroyed, ice, brown and clarified sugar, machinery, waggons, ploughs and farming implements, hard ware, not packed in boxes, salt in sacks and lime shall be allowed to pass after being inspected and a certificate to that effect given by the officer in charge of the quarantine station. All cotton, linen and silk dry goods shall be dis infected by opening and exposing to the air for three days, all woollen dry goods to be opened and thoroughly ex posed to the air for "five days, all blank ets to be opeued and ventilated separ ately, coffee to be ventilated by being poured through a hopper, the lower end of which to be not more than two inches square, frory a height of not less than five feet, aud then exposed to the open air for twelve hours, by being spread out not more than one inch thick, the origiual sacks to be well aired and ven tilated and the coffee to be replaced in them and remain open for five days, crush sugar and rice to be opeued in barrel and exposed for two days, all boxes, hogsheads and barrels of hams, shoulders, etc., to be opeçed and ex posed for one day, all paper, straw or other packing in any cases or boxes of goods shall be destroyed by burning, during the ten days of detention, bag ging to be unrolled for five or six yards aud sprinkled with a solution of one part of carbolic acid to fifteen parts of water, and the same solution to be poured on each end of the roll, all bundles, carpet sacks, valises and trunks containing baggage to be opened and all the articles to be thoroughly aired for one day. On motion of Dr. Cooke, Resolved, that all steamboats coming from an in fected district, or receiving frieght liable to infection from a boat from an infected district, shall be declared liable to infection and not be allowed to pass the quarantine station. On motion of Dr. Hadden, Resolved, that no one dying of yellow fever or other infectious disease oat of this parish, sliall.be disintered and brought into this parish until cold weather, and it is desirable that the persons waking the disinterment should be parties hav ing had the disease. On motion of Dr. Campbell, Resolved, that should a case of yellow fever occur in a house in the parish of St. Laudry, that the same shall be left open night and day for three days, and sprinkled with a solution of carbolic acid, one gart to fifteen parts of water, and all edding and clothing used by the pa tient to be burned or thoroughly clean sed by boiling. On motion of Dr. Estorge, Resolved, that a copy of the resolutions adopted by this Board of Health bo forwarded to the Mayors of the different towns in this parish, and tliev are requested to concur with this Board of Health in carrying out the resolutions. On motion of Dr. Hadden, Resolved, that the Board adjourn subject to the call of the President. R. H. LITTELS, President. A true copy; C. M aïo , Secretary. the on of the to 10 ! a Proceedings of the Police Jury. Opelousas , August 13th, 1878. The Police Jury met pursuant to a call of the President. Present: R. H. Littell, President; A. Guidry, D. P. Saizan, G. T. Hawkins, E. Dubuisson, S. Haas, F. Savoy and B. E. Clark. The President announced that he had called this special meeting of the Police Jury for the purpose of calling their attention to certain grave omissions in the late quarantine ordinance, and for a revision of the same. . On motion of Mr. Guidry, the follow ing ordinance was submitted, and after having been read by section, was uni mously adopted : AN ORDINANCE To provide for the quarantine of the parish of St. Landry against the in troduction of yellow fever and other infectious diseases, and to create quar antine officers, defining their duties and powers, and to constitute a Board of Health for St. Landry parish, and to declare how violations of this or diuonce, and of regulations made in virtue thereof, shall be punished : Section 1. Be it ordained by the I olice Jury of St. Landry, That no person, nurses and physicians excepted, coming from any place infected with yellow fever, cholera, small pox or other infectious diseases shall be allowed to ester or to remain within the limits of the said parish, or within limits of such quarantine stations as may be estab lished, until ten days shall have elapsed since s.nd person had left such infected place. And any person who shall vio late or attempt to violate the provisions ot tins sectiou shall be fined the sum of titty dollars recoverable before any justice of the peace, one-half for the informer, and one-half for the parish. Sec. 3. Be it further ordained l >v the Police Jury of St. Landry, Tiiàt no dry {roods, baggage, coffee, "merchandise or any other object which may lie des ignated by the Board of Health of tiie parish of St. Landry, coming front any place infected as aforesaid, shall be brought within the limits of the parish ot St. Landry, or beyond the limits of such quarantine stations as may be es tablished. until they shall have been ventilated and disinfected continuously r or ten consecutive days by such persons and at such places as may be designated by the officers of this parish created by tins ordinance, except mess pork, mess beet, flour, meal grits, rice, liquors iu barrels or demijohns, lard in tierces or kegs, coal oil, f urpentine, oils in barrels or cans, all canned goods to be opened and the packing destroyed, all liquors aud medicines in glass to be opened and the packing destroyed, all machinery, waggons, ploughs and farming imple ments, hardware not packed in boxes, salt in sacks and lime shall be al lowed to pass after being inspected and a cerficate to that effect, given by the officer in charge of the quaran tine stations. And if the provisions of this section are violated or attempted to be violated, the said dry goods, bag gage, coffee, merchandise or other ob jects designated by the Board of Health, shall be seized by the officers of this parish, carried to the places designated and placed iu custody of persons charged with ventilating such ; and after being ventilated, they shall be sold far cash to the highest bidder, half of the pro ceeds to go to the person making the seizure and half to go to the parish treasury ; moreover the person violating or attempting to violate the provisions of this section, shall 'be fined one hun dred dollars, aud imprisoned ten days, half of the fine to go to the informer, and half to the parish treasury. Sec . 3. That if any town or place within the limits of this parish should become infected asaforesaid with yellow fever, or any other infectious disease; the provisions Of sections one and two shall be inforced as. far as practicable against persons, dry goods, baggage, merchandise or any other object desig nated by phe Board of Health, coming from such town or place, local nurses, physicians and ministers of the gospel in the discharge of their duties ex cepted. 'ec. 4. The President of the Police of Jury shall have power to determine and shall proclaim what city, t is infected as aforesaid, and to estab lish such quarantine stations, and toap point suclf quarantine officers as he may think proper; and he shall have power to make contracts for rent of necessary buildings ,for pay of officers, etc., until the next meeting of the Police Jury after his proclamation. And it is hereby ma4e his duty to assemble the Police Jury withiu ten days after such pro clamation if necessary, Sec. 5. That any person aiding and assisting any person in violating the provisions of sections one and two of this ordiuance, shall be subject to ;the same penalties as are provided against the principal, aud the Hues recovered from such person shall be disposed iu the same manner as those imposed by' said sections one and two. Sec. 6. That no person w'lQ shall have died of yellow fever, or any other in fectious disease, outside of the limits of the parish of St. Landry, shall be interred within the limits of this parish, except under such regulations as may be established by the Board of Health. Sec . 7- Tliat any person who shall have died within the limits of the parish from yellow fever or any other infectious disease, shall be enveloped and buried as speedily as possible in the nearest burial ground, and shall, not be subse quently disintered and removed, except under sucli regulations as may be es tablished by the Board of Health. And the house in which such person shall have died, shall at the expeuse of the proprietor, be cleansed, fumigated and disinfected by such agents and in such manner as may be designated by the Board of Health ; and the articles which such diseased person may have used, shall at his expense also be cleansed and disinfected or buried. Sec . 8. That a Board of Health, com posed of five practicing physicians, shall be annually appointed by the Police Jury at its first meeting in January. That such appointments shall be com municated within ten days from said first Police Jury meeting in January, to each of the physicians so appointed, and published in the proceedings of the Police Jury. Sec . 9. The members of the Board of Health shall meet on the first Mon day in February after their appoint ment, and will organize % appointing one of their own number President and one Secretary, and any three of them will form a quorum. Sec . 10. Tney shall keep a record of their proceedings, to be transmitted to their successors. Seg . Jl. The Board of Health shall have power to do all things necessary to carry out the provisions of this or dinance, and to establish regulations as may seem to them proper to the safety of the public healtu. Sec. 12- In case of any epidemic yellow fevet, or any oth< " expen*e of Tai atten a H. P. S. in dance, medicines, nourishment and nurses for all indigent persons afflicted with such diseases, and in case of death of such, shall provide for their burial. Sec . 13. The members of the Board of Health, shall as often as possible visit the quarantine stations, to desig nate what objects ate susceptible of transporting infection ; where and how they can be disinfected; they shall regu late how and when dead bodies can be brought into the parish for interment, and how and when such can be disin tered and reintered ; how and when houses can be cleansed, fumigated and disinfected. Sec . 14. The Board of Health will correspond in times of epidemic with all the practicing physicians of the parish, to be informed of the sick under their charge, and of the diseases with which the said sick are afflicted. And the said Board shall also communicate with the State Board of Health to be informed of the nature of epidemics ex isting, the best, means of prevention and the best treatment. Sec . 15. The members of the Board of Health shall have the right to pass free, over all toll roads and bridges when on duty. Sec. iß. merchandise be desi mitring infection, has been ventilated and disinfected as may be prescribed, it shall be the duty of the officer who has so ventilated and disinfected them, to deliver a certificate that they have been so disinfected and ventilated, spe cifying each bundle, box, barrel, etc., and its mark to the person receiving delivery thereof, and said officer shall transmit a duplicate of such certificate every day, or as soon as practicable, to the President of the Police Jury. Sec . 17. To defray the expenses of this ventilation and disinfection of goods, merchandise, etc., etc., there shall lie a charge of ten per cent for groceries and twenty per cent for other things, added to the freight bills thereof, and for baggage which does not pay freight, there shall be a charge of twenty-five cents for all packages, car pet sacks and valises, aud fifty ceuts for each trunk. Sec. 18. This ordinance shall have effect from and after its passage, and all other ordinances upon the subject of quarantine are repealed. On motion of Mr. Dubuisson, Resolv ed, that Dr. R. H. Littell, Dr. J. L. Estorge, Dr. L. Hadden, Dr. T. A. Cooke and Dr. J. G. Campbell, be and are hereby appointed a Board of Health for the parish of St. Landry, with full powers to carry out the provisions of the quarantine ordinance this day passed. On motion of Mr. Guidry, Resolved, that the compensation allowed persons employed on quarantine stations shall be as follows : on stations where a clerk has to be employed, the clerk to be paid not more than sixty dollars per month, and the guards not more than forty-five dollars per month and laborers not more than thirry dollais per month. Qn motion of Mr. Hawkins, Resolved, that all monies collected at the guar antine stations be used by the President of the Police Jury to defray the ex penses of the stations, so far as it goes.
