(PAhiadelplhia Tines.] The threat made at Cincinnati by Jew ett, the Secretary of the Louisiana Re peblican'State Central Committee, that in ceatain emergencies he would expose the manner il which Louisiana was. car ried by doctoring the returns of supervi sors, contains a good deal more than ap pears on the surface, and some of the cir enmstances at least are known to sever al persons. Ater the election the super visors of East and West Feliciana sent in their returns without protest, each ridiuenling the idea of protesting on ac count of intimidation. The Democratic majority in East Feliciana was 1743 votes, as cast in the regular boxes, and over 400 cast in other boxes by men de prived of registration owing to the al sence of the supervisor. This brought the Democratic majority up to some 2200. In West Feliciana it was about 600. When it was found that Hayes' election depended on the State all the power of the Republican chiefs was bronught tp hear on these two supervisors, as tihe State could rot by any means have been carried for Hayes.unless their par shes were thrown out. The fact that there were no Republican votes cast in East Feliciana mnade a good case on its face for the Republicans. The supervi sor of Wlest Feliciana made a protest af ter the time required by law. The su pervisor of East Felicians made a gener al statement of affairs as they had been reported. ie refuseld to swear to this report because it was mere hearsay, and he did not know that it was tree. This was afterward changed to a regular in tinmidation protest, ajurat attached and the parish thrown out. Threats were made that ifhe exposed the cheat he wouild be iuirnrisoned on trumped-up charges, and both of them were assured by a member of the Republican visiting committee that they would be provided for, and a letter guaranteeing this given them. The closing chapter of this trans action is a curious one. The supervisor of IFest Feliciana had possession of this letter. Hie was shot dowin cold blood after the inauguration and the letter mnysteriously disappeared. The supervi sor of East Feliciana left the State. Let Jewett speak, by all means.
