Another disgraceful scene was enacted in Congress yesterday. Or ders were given to lock the doors leading to the lobbies to prevent its members from absenting themselves daring the approving of the journal. Representative Kilgore attempted to go out, and finding the door lock ed npon him, demanded it to be opened. The demand being refus ed, he used his heavy boot against it, forcing it open, and at the same time bloodying another member’s nose, who happened to be on the outside. Protests were made against Speaker Reed’s arbitrary meetings and the excitement ran high for a time. Such scenes in the halls of Congress are becoming disgraceful, and the sooner the present Congress adjourns the bet ter it will he for the country. In referring to this “national circus” as the Baltimore Sun terms it, it says : "It may not be exactly according to custom or precedent for Congressmen to kick doors down, but when the Speaker undertakes to treat Representatives as if they were schoolboys, and to apply the principles of his force bill to the govern raent of the House he must not be sur prised if be fires the Anglo-Saxon blood The only regret that is likely to be felt by the public in general 'with regard to the occurrence is that it was not Mr. Reed instead of Mr. Dingley who was on the other side of the door when Mr. Kilgore kicked it open." Notwithstanding all the calls that have repeatedly been made upon the voting population of the people of this State by the local press, there appears to be a great apathy on the part of many to get registered. Especially is this the case with a large majority of the voting population of Baltimore city. In some instances persons have gone to the register and asked that their names be stricken off the list in or der that they might not on election day, be harrassed by party men to go and vote. Many persons are losing all interest in elections of late, and care not who is elected to office. This would at least seem to % be the case in Baltimore city, for out of a total voting population of 108,000 only 60,000 have been reg istered under the new registration act which requires all voters of the city to get re-registered. It is claimed by some of her citizens that at least one third of her voting pop ulation will be disfranchised for non registering. This is surely a sad state of affairs when a citizen refus es to exercise his dearest right—that of the election franchise. ■■■■■' ' ■ . Peterson’s Magazine for Oc tober is on our table. The steel engraving “Before the Battle” is a very handsome picture presenting the portraits of Minna Irving, the popular poetess and her soldier hus band. The fashion-plate and illus trations, present some new and ef fective fall styles. The needlework designs are varied and effective. The literary part of the number is excel, lent, and can anly be equaled by the highest priced periodicals. The opening story “One October Morn ing” is well illustrated and well written. “Imprisoned Rainbows” by Louisa Jamison closes a series of interesting articles on precious •tones. “The Watch of the Big Heart Lode” by M. G. McClelland is one of the best stories we have ever read in a long while, and “Three Warnings*' by Lucy H. Hooper will fascinate every lover of the supernatural. “Things Worth Knowing” and the household de partment are brim full of inteteat ing and useful matter. This favor ite magazine always grows better and better. Terms, two dollars a year.
