MINDS OF JURORS.
It lias been the custom in our court*
to disqualify juror* f rom sitting on a
case about which they have riad in
newspapers.
Judge David H Harris of the thirty
fourh Missouri judicial circuit take* a
different view of the matter.
His latest defense of the press occur
red in the case of Mrs. Susan Boss,
charged with the murder of her hus
band, who sought to secure a change of
venue, but which Judge Harris overrul
ed. Newspaper articles worn offered
a* evidence to show that they had pre
judiced the people of the county so that
they could not with fairness serve as
Jurors,
Judge Harris holds that a man who
does not read the newspapers would
prove a less capable juror than the one
who does, “It may le safely stated as
a general proposition," said Judge
Harris, "that the time has corne when,
if a man doesn’t read the newspaper,
his qualifications to sit as a juror in
any kind of a rase is seriously ques
.. tloned.
"The witnesses were practically
agreed that, so far as they could judge,
the unfavorable opinions they had
hoard expressed, touching on the guilt
of the defendant were based upon
newspaper accounts or upon neighbor
hood tumor and gossip, and were not,
and would not*be changed, by the evi
dence. .And this brings us to the crux
of the whole matter. Our law provides
that if a juror has formed or expressed
an opinion as to the merits of the case
he is disqualified, but if such opinion is
founded only on newspaper reports or
rumor he is not disqualiticd.
"The newspaper articles offered in
evidence are absolutely free from un
fair, inflammatory or prejudiced state
ments, nor did any of the newspapers
indulge in any editorial comment. The
newspapers did nothing more thun to
print from time to time somewhat de
tailed and circumstantial but fair and
impartial accounts of the various oc
currences. Every newspaper worthy
of the name is expected to do this, and
it is expected further that these papers
will be read by citizens generally, in
cluding possible jurors."

cident might well profit by the ex
ample. and become more deeply arous
ed over the speculations of public offi
cials.
The fate of Lieut Murray the naval
aviator who was killed yesterday at
Pensacola, Fla., is the fate of all avia
tors—army, navy or civil. Sooner or
later all will be killed. God never in
tended men to fly, even if they are
“birds." Death stares every aviator in
the face,and will overtake the birdmen
in their flights, eccncr t than death by
natural causes would come to them.
Monarrhiai and constitutional right
have clashed in Sweden. King Gus
tave haughtily refuses to defer to the
wishes of the cabinet, the cabinet re
signs, and King Gustave orders another
formed. Recent mass meetings favor
mg and opposing increased army and
navy expenditures were about even in
strength. Popular government is slow
ly but surely comng to Sweden as it is
to other European monarchies.

Section 1. BK IT ESTABLISHED
AND ORDAINED BY THE MAYOR.
COUNSELOR AND ALDERMEN OK
THE CITY OF ANNAPOLIS, that
Section 24 of Article 21 of tbc City
Code ot Annapolis be, and the same is
beraby repealed and re-ordained with
amendments eo a* to read us follows:
Section 24-It shall be tha duty of
tbc Health Officer to cause to be re
moved to the public hospital nil per
sons who rosy have Uic small-pox or
varioloid, or any modification thereof,
if in his opinion such removal is neces
sary to provide proper treatment, to
such persons, or to prevent thu spread
ing of the disease; and also to cause
flags to be put out at such places a* he
may deem necessary, to give warning
of the existence of the dwease at such
places; ar.d it shall also be the (duty of
the Health-Officer to keep a recor i of
all persons who mny have measles,
scarlet fever, diphtheria and carriers
of diphtheria, or tmall-p< x, - and im
mediately upon any t uclt disease being
brought to his attention he shall post
a placard or notice (a white placard
for measles, a red placard for scarlet
fever, a blue placard for diphtheria
and carriers of diphtheria, and a yel
low placard fnr iinall-pox) containing
the name of the disease in large black
type or printing, conspicuously upon
the front and the back of the building
or premises where such affiicted person
is located; and if such flag or placard
be removed without the ccnsent of said
Health Officer, the person removing
the same shall be liable to a fine of not
more than twenty dollars, to be recov
ered as other fines and penalties now
are, and to stand committed to jail un
til such line shall be paid or secured to
be paid, and the Mayor is authorized to
draw on the Treasury for such amount
as may hs necessary to carry into ef
fect this section.
Section 2.-AND BE IT ESTAB
LISHED AND ORDAINED that this
ordinance shall take effect from the
date of its passage.

Section 1. -BE IT ESTABLISHED
AND ORDAINED BY THE MAYOR,
COUNSELOR AND ALDERMEN OF
THE CITY uF ANNAPOLIS that Sec
tion 4 of Article 28 of thu City Code
be, and the same is hereby, repealed
and re ordained with amendments so as
to read us follows :
Section 4.—lt shall be the duty of
the City Commissioner to notify all
persons who own or have in charge lots
or other grounds upon which noxious
weeds, plants or vegetables which are
likely lo produce disease to have the
name removed at the cost and expense
of the person or persons owning such
lot or grounds or having the same in
charge, in two days from the time
when they received the notice from the
City Commissioner. And all persons
who own or have in charge lota or
other grounds within the city limits of
Annapolis upon whch offal or garbage
is or nmy be placrd or used as a dump
ing ground for tha same, and which by
an order of the Mayor, Counselor and
Aldermen of the City of Annapolis is
declared to be obnoxious to public
health and a nuisance ahall abate said
nuisance In such manner aa may be di
rected by the City Council within five
days after the delivery of the notice of
said order of the City Council, and aub
ject to the penalties provided in the
three following section* of this article
bh the same may he applied to this sec
tion.
Section 2. AND BE IT ESTAB
LISHED AND ORDAINED that ttys
ordinance shall take effect from June
