This is urged on the ground of scarcity of c lot Ling materials, ami the depressing influence ef black in a time of national sorrow. If many women must by next year face the loss of their boys, a large par of .them vPhuld no doubt like to put on black. In times of grief wo men feel a certain reserve about mingling with gay life. The black dress is a suggestion that they are in sorrow, and should not be prewed into scenes of merriment. The wearing of black does tend to set a person apart a little, and it of ten makes women morbid. They seek solitude and avoid their friends . too much. They get in a habit of brooding and often become very ab normal It would have been much better if at the start they could have plucked up their courage and gone with their friends. Yet there is a question if. not mere ly in war time, but always, this atti tude is not unwholesome and some times selfish. It does create an at mosphere of gloom. Many men feel ing this depressing influence, tell their wives never to put on black for them. They hate to leave behind this per petual suggestion of funerals. Few men wear black for bereave ment, though the custom of wearing a black band on arm is common. Men feel sorrow as much as women yet are forced by the pressure of work to leave it all behind them and go on day by day as before. It is better for them and better for women to do so, and of doubtful value to keep remind ing others that their hearts%ire griev ing. It would not be the wish of the soldier boys whom we shall leave in France, that their bright home coun try should emphasize the sorrow if feels in any external way.—Frederick News. I,ATI!NT TALENT. For thousands of years we did. not even suspect the existence of electric ity, and, being ignorant, received no profit from its use. If we had never heard music, we would say that it was merely the dream of an Idiot to expect the most beautiful harmony of sound from a combination of wood, the intes tines of a dead oat and the hair from the tail of an old cab horse. But the violin, plus the man who knows how, accomplishes the wonderful work. Active talent is the source of both quality and quantity of production; and, too. it is usually latent. Every man lias power and courage, but not all of them know it. David had it and knew it and very promptly licked Goliath. And David sprang from only a bunch of sheep-drivers. N’or was Napolean plucked from the “four hun . dred." but he got there, just the same. And we all know that Lincoln came from a log cabin—-from the very bot tom of poverty and the very limit of opportunity; yet ho became the exec utive head of the greatest nation in the world before he passed on. Once in a while Mother Nature takes a particularly “raw" hit of material and shows us what is in us. It is a suggestion for us to do likewise with ourselves. The greatest waste in the world is the unused brains. . TIIE STARS AM) STRIPES. The Stars and Stripes, as the na tional flag of the United States, was tlrst unfurled in battle on the banks oi the Brandywine, 140 years ago. This battle, in which the German mercenaries led by Baron Knvphau sen, played a prominent part and in which Lafayette was badly wounded, was a defeat for Washington, although the Americans were able to make an orderly retreat. The American flag received its first baptism of blood in this conflict, but it had previously been displayed at Fort Schttyler, on the present site of the city of Rome. X. Y. This garrison made the banner by . cutting up sheets to form the white stripes, bits of scarlet cloth for the red stripes, the blue ground for the stars being cut out from a cloth cloak. John Paul Jones was the first to dis play the Stars and Stripes on a naval vessel when he sailed from Ports mouth. X. H.. in the Ranger, on No vember 1. 1777. The American ban ner first floated over a foreign strong hold in June, 1778. when Capt. Rath bone. commander of the sloop Provi dence. captured Fort Nassau, in the Pahamas On December 5, 1782. when George 111 acknowledged the inde , pendence of the United States, the Stars and Stripes were first displayed . is-ma\\i * ■ % I in Great Britain by John Singleton j | Copley, an American painter, then re- j siding in London. The whaling ship j Bedford of Nantucket was the first to i reach a British port flying the flag of | the new nation. AROUSING THE LION. “An eye for an eye.-and a tooth for a tooth" is the policy at last adopted by the British government In combat ing the German air raids. Two wrongs do not make a right, of course, but if there is no other way to stop the Kaiser's baby-killers, the English will have to send engines of destructions to the homes of inno cent German people. A few such raids on Essen. Frankfort and other cities conveniently near the border .will give the wild emperor a dose of his own rnedidnee. In face the .French are already giving the enemy as good as he sends in the way of aerial attacks. Britain’s premier, Lloyd George, has ‘ assured the poor of London that “we will pay them back with compound interest.” The Lion is aroused. Ger many knows to her sorrow that when John Bull gets through weighing a problem and finally makes up his mind he does something besides “muddling through." The prayer of America is that every English bomb that is dropped will fall on the lead ers of German autocracy. BEING ON TIME. * Men who are on time, who make a serious point of being punctual, cught to be brevetted for distinguish ed service. Punctual men, says the Emm i tabu rg Chronicle, are in a class by themselves. They are dependable men, and that counts much, especial ly these days. Punctual men are time and vexation savers, lubricators of the machinery of business life, good humor promoters, fosterers of regal imcnities. Section 1. Be it established and or dained by the and Aldermen of the City of Annapolis that Article XLII of the Revised Code of the City of Annapolis be and the same is hereby amended by add ing thereto one additional section to follow after Section 1 and to be num bered Section lA. and to read as fol lows: Section lA. It shall be unlawful for any person or persons, agent or agents, firm or firms, corporation or corporations, to place or caused to be placed in any store, dwelling, build ing or any place whatsoever, within the limits of the City of Annapolis any closet other than an automatic flush or tank closet of a type to be ap proved by the Director* of the An napolis Water - Company after the 10th day of September, 117. Any person or persons, agent or agents, firm or firms, corporation or corpora tions. installing or re-newing any closet shall first apply to the Anna polis Water Company for a permit, describing the closet to be Installed. The Directors of the Annapolis Water Company are hereby authorized to withhold their sanction to the in stallation of such closets not within the above described class and in the Lame of the Mayor, Counselor and Aldermen of the City of Annapolis to prosecute all violations of this sec tion in accordance with the provisions of Section 3 of this Article. AN ORDINANCE To amend Article XXXVIII of the Re vised Code of the City of Annapo lis, title “Streets,” by adding . thereto one additional section, to follow Section 19, and to be num bered Section 19A. Section 1. Be it established and ordained by the Mayor, Counselor and Aldermen of the City of Annapo lis that Article XXXVIII of the Re vised Code of the City of Annapolis be and the same is hereby amended by adding thereto one additional sec tion to follow Section lb and to be numbered Section 19A and to read as follows: Section 19A. It shall be unlawful for any person or persons owning' or in charge of any vehicle, automo bile, wheelbarrow, hand or push cart to habitually stand the same on any portion of the streets of the city for the purpose of making sales. All such habitual standing shall be con sidered an obstruction to the free passage of the streets. ‘Each and every person so offending shall be fined a sum not less than five dollars or more than, twenty dollars, to be recovered as other fines and penali ties now are. This section not to ap ply to the street in the vicinity of the City Market, called Market Space. Section 2.
