TIIE GRAND .11 RV A Baltimore police justice rises; to remark, with an air of omnis-j cience and of finality, that the I grand jury as an institution has outlived its day. lie may be cor rect as to Baltimore grand juries, but if there is any better way in a rural community to protect life, and property and to set in motion equal and exact justice than by the deliberations and investiga tion of 2.1 of the best citizens of that community, it has never been found. The grand jury i- | the' rock and refuge of the peo pie, and their bulwark against the spread of the spirit of autoc racy and dictatorship. — - THRIFT WEEK IN JAM ARY Keen interest on the part of the public in the projected plans for a National Thrift Week begin ning January 17, 1290, has bee- ; evidenced in many ways already, the Savings Division of the Treasury Department announced i today. The purpose of the week will be the endeavor to start the country off in the New Year with *. . i a sound financial program for ev ery individual and household. (Two ends arc sought, f irst, that the condition of the individual be improved, and second, that the financial and industrial strength of the nation be increased by the great sums of capital which will accrue through the practice of steady saving and safe invest ment on the part of citizens. “ The importance to the country j of the practice of thrift and sav-, ing by the individual is not readi-j ly appreciable." said W illiam j Lewis, director of the sa\ ings di vision." "until its results in the ag gregate are summed up. W hile the country was buying twenty billion dollars worth of Liberty Bonds, it also put away more than a billion dollars in W ar Sav ings Stamps, and savings bank deposits in this country also have increased some eight billion dol lars during the years the world has been at war. " The absorption of the Liberty Loans was tine somewhat to ex tension of our national credit, bu* pin-chases of Savings Stamps and increases in bank deposits were; almost wholly due to the wist preference of the individual for increasing his own and the coun try's capital account instead ot using his funds in unnecessary spending. “It is to bring to the attention! of the country that it can, with out sacrificing its pleasures or, curtailing its comforts, add sev eral billion dollars more to its capital account next year that plans for a National Thrift Week early in the year have been pro-; mulgated. Formal pledges to co-operation in furthering National Thrift j Week thus far includes the volun tary oiler of a large firm to give !a share of its advertising space, land resolutions by three of the largest banking groups of the [country, the American Bankers’ I Association, the Investment Bankers’ Association and the i American Institute of Banking. Mrs. Parkinson has been an eaer igetic worker for the hospital drive, but her name was inadvertently omit ted from the list. Occasionally germs get on a man's jmind and worry him to death.
