A special feature of the celebration
of the fortieth anniversary of Rescue
Hose Company of the city’s volunteer
fire department, which took place at 1
their headquarters last night on West
street, was tlie recognition of the serv
ices of their treasurer and charter
member, Chief of Police Charles H.
Obery.
The company presented Mr. Obery
with a handsome signet ring, appro
priately engraved inside, and with his
monogram handsomely engraved on
the setting. The ring is beautifully
wrought in gold, and is a - gift from
Recue Hose Company to its treasurer,
who has served over twenty ye>rs in
| that office, .and is the only charter
member who is today an active mem
ber of the fire company. Mr. Obery
has handled all the furuls of the Res
cue Hose Company in the past 21 years
during his treasurership, many thous
ands of dollars passing through his
hands. In the past year alone, be has
handled over $5,000 of the company’s
i money. It was in recognition of his
faithful and efficient services for more
than a score of years that the ring was
presented. The presentation was made
in a happily expresesd little speech by
George Abram Moss on behalf of the
Rescue Hose Company, who con
gratulated treasurer Obery on his long,
faithful and efficient service as the
company’s treasurer, and on the honor
I of being the only charter member now’
ion the active list of firemen,
j Chief Obery is wearing his new ring
today with great pride at its owner
ship and manifest appreciation of the
motive that prompted the gift.

i Among the recent promotions in the
Naval Service is that of Captain James
J. Rabv, U. S. N., to he permanent
Captain in the Navy. *At the outbreak
of the war between tlie United States
and Germany, Captain Raby was as
' singed to convoy duty and had that
j dangerous and difficult task to per
j form, which he did successfully.
Captain Rabv is by residence a half-
Annapolitan since he graduated here
| and has so often served through as-
I signments of duty in the Naval Acad
| emy. He is well and most favorably
known in this city for his urbanity of
(manner, friendliness and good judg
ment. On his posts anti in his sta- j
tions he is always popular with those
with whom he serves. With a strict i
sense of duty, he manages to smooth
| his official obligations with the oint
j ment of common sense. An incident
that occurred here, while he was Com
mandant of Ships, Naval Academy,
illustrates. A member of the crew of
the Reina Mercedes was charged with
some minor offense and had to report
to the ofticer-in-charge of such matters
at Bancroft Hall for investigation of
the charges. The petty officer, having
the accused under arrest, asked Cap- j
tain Raby should he send the alleged
offender up to Bancroft Hall under
I guard. “No,” replied Captain Raby ;
emphatically, “we can trust him." I
(Those of the ship's complement who]
heard of the faith that 'the Captain J
had in his men and his unwillingness j
Sto putthem to unnecessary shame, j
weer greatly pleased at his just con
sideration of the seaman under
charges.
Captain Raby is now serving in the
: Bureau of Navigation. Washington.
