It had been hoped that a sufficient number of members would be on hand, as it was desired to take up tin* mat ter of proposed annexation of suburb an sections to the city, but all told only ; seven of the representatives assemble?! j at the Municipal building, and after waiting until nearly 9 o’clock, all hands decided to go home. There were only two members of the Council on hand. These were Aldermen Russell < and Smith. Of the citizens commis sion, Major Hugh K. Riley, St He's At torney Nicholas H. Green, and Dr Walton H. Hopkins were there, and in addition to these. Clinton Shaw, a delegate in behalf of West ( Annapolis, and Walter Cook, of East port.
