PRIVATE WORK- From time to time the cry goes up from independent individuals and newspapers that work carried on by the town, the county, the state, or the nation, is not done as efficiently, as economically or as quickly as the same work if done by in dividuals and under individual control. Where public work is to be done, those in authority are between two fires. If they give it out by contract, they have to pay the contractor’s profit and run the risk of being cheated in the matter of the materials used and the character of the work done, the two 'latter considerations being in (act, by far the more serious as the State can take care of itself in the matter of the price it is to pay. If the municipality undertakes the work, it has to contend with the danger of indifference and inefficiency all the way from those who have complete authority and responsibili ty, down through the employes in every rank and grade to the humblest laborer wielding pick or shovel. Xbfire are, of I course, exceptions, both in contractors and employes which shine above the aver age as lighthouses along our coasts; but we are talking about the generality of mankind. In the majority of instances we beUeve the better plan is the contract system, giving public work to the lowest responsible bidder and having the same inspected by competent officials who should be chosen for their ability and honesty rather than because of their po litical affiliations, their social qualities and standing, or any other consideration which does not affect their capacity. Uu certainty as to one’s tenure of an office, the same being dependant upon the turn of the political wheel, and the feeling that no one knows or cares whether work is done well or ill, are not the best incentives to good work. Application of civil service rules or principles would probably do much to remedy the one defect. Wide awake newspapers and a wider awake public can do something to put an end to the other. Eternal vigilance is the price of success whatever it be. TEMPERANCE SENTIMENT CROWING. While there is an honest division of opinion in regard to the advisability or in advisability of operating canteens at or near army posts or soldiers’ homes, and while some excellent people, who have the welfare of the men at heart, think a mistake has been made in abolishing the canteen, it must be confessed that the ac tion of Congress shows a very gratifying growth of temperance sentiment in this country. There are. of course, many men in both branches of Congress who an themselvesjn favor of helping the tem perance cause wherever and whenever they can, but we believe the action of that body was the result and reflection of public sentiment rather than an expression of the ideas or wishes of individual mem bers of the House or Senate. To those interested in seeing the spread of tem. perance, this sign of the extent of tem perance sentiment is decidedly welcome, fur more so than the legislation to which ifgave birth. For while we may pass laws to restrict and prohibit the sale of liquor, it is exceedingly difficult to legis slate men up to the point of abstaining from drink and that, when all is said and done, is what we aim at in temj erance legislation. The old fashioned Idea was to have the decanter on the sideboard and let him help himself who would, and in that day men drank freely and openly. That cus tom has passed a-vay, thanks to a senti ment opposed to it.
