Sometime rgo we published a letter writ
ten by Oovornnr Palmer, In which ho re
fused to become one of the Vicc-Prcsidcntx
of a 'society established In Now York to
give aid and comfort to the Cuban Insur
gent. Mr. C. C. Clay, the secretary of the
society, has replied with considerable acer
bity to Governor Palmcr'n letter, taking
the ground that there can bo mado no pro
per 'distinction between the duties of gov
crnocand prlvato citizens, "for1 says he,
'If a governor would; be wrong in aiding
u,nj oppressed people to'H'Cover their right
of. lelf-ovcrhinent, then all of us aro
WToiig'ln 'doing so.'1 The letter which U
a weapon that might bo used by any "South-'
ern synipathlwr"' ngatuH Mr. Clay and
other men who believe with him, conclude"
with tholwiertlon, that the writer "preior"
to'attribiilo tho Governor's dUtrust of the
Cuban purposes to his want of knowledge
of tho fuels in tho case rather than to that
meanest or calumnies, which some have re
sorted to, of believing a falsehood to cover
up their own dereliction of duty."
TARIFF HILL.
In anticipation of tho approaching voto
on tho amended tariff bill, as reported by
tho Ways and Means committee, whoso
labors aro nearly completed, tho protec
tionists have begun, in good earnest, their
log-rolling efforts to prevent any import
ant conccsiions to tho free traders. Ac
cording to nn intelligent Washington
correspondent, n caroful canvass of tho
House, shows that an attempt to rcdueo
tho tarlfT on such articles as salt, lumber,
hides, wool, etc., will probably bo defeatad
if tho nowly admitted Southern members
can bo induced to voto solidly with
tho protectionists of Pennsylvania and
other States. This has induced the latter
to offer tho abolition of all duties on cot
ton machinery, which has been agreed to
by tho committee For tho benefit of tho
lard oil Interest of Ohio, an effort will ho
mado to mako tho duty on foreign oils as
nearly prohibitory as possible It being
verynaturally supjwtcd that thoso who
get cotton machinery frco will not object
to paying moro for the oil needed to run
It. In tills way one interest is offset
against another for tho purposo of securing
a heavy taritf majority in tho Houso; tho
interest of tho few million consumers
throughout the country being of too small
importanco to bo taken into consideration
by the honorable geutlomon at Washing
ton. ' Hlnco tho dobato begun, howevor,
tho commltteo havo been compelled to
make one Important concession, and It is
not imposslblo that moro will bo demanded,
Tho protectionists, have tho lobby, but it
remains to bo seen which party has tho
majority in tho Houso.

repudiation of all thu just war claims of
every bumble citixen who may bo brought
to tho verge of ruin by such repudiation.
