THK COTTON TAX.
Tho bill refunding the cotton tax will bo
considered by tho ways and means com
mitteo In a lew days nnd fnvornbly
reported on. Tho Georgia legislature
has memorialized congress In the strongest
innnnor lor Its repeal. Tho memorial
setting forth most plainly tho unwlso leg
islation that burdened instead of fostered
agriculture, which is the support of com
inercc, maiiulacturcs and thu arts, this
net imposed n tax ou no other ngrlctlltural
product in Its raw state. The grain crops,
peas, beans, barley, rye, oats, wheat and
wool woru left free from tax, whilst raw
cotton was taxed to not less than 11! per
cent, tut valorem. Thu memorial also very
clearly proves that tho tax was unjust, un
equal and partial, and consequently un
constitutional. hut would bu said and
done in tho minurnl regions of our conn
try if congress were to enact a law placing
a revenue olliccr at thu mouth of every
coal, Iron, copper and lead mine in tho
country and levy u tax on every pound of
mlnon.1 dug from tho earth? It strikes
mu that Its unconstitutionality would
hardly require discussion, and yet tlio im
position of thu tax ou cotton wus less
uniform and more partial nnd fully as
great u blunder as thu above suggestion
