M. Janu ary 5, 1914, in the Auditor's office, for their regular session. All mem bers present. Meeting- called to order by John Romine, County Auditor. They then proceeded to organize by electing Commissioner Donovan ns Chairman of the Board of Coun ty Commissioners of Burke County, lor the year 1914. Forenoon was spent in checking bills and having the minutes of the proceedings of the Board of County Commissioners, for quarter ending December 31, 1913, read. Motion made and carried that Board adjourn until 2 l\ j\I. Board met at 2 P. M., as per ad journment. All members present. Motion made and carried that the xilnutres of the proceedings (of the Board of County Commissioners, for quarter ending December ,81, 1913, as read, be approved with the following correction made: That witness fees on States Attorney's subpoensfes which have been charged up as wit ness fees, Justice Court, to be charg ed to witness fees on States Attor ney's subpoenaes. Moved by Commissioner Ely, sec onded by Commissioner Bryan that the following Resolution be adopted: RESOLUTION WHEREAS, the polling place des ignated by the Board of County Commissioners of Burke County as the legal polling place for the town ship of Dale was the Woburn Hall In the Village of Woburn, and, WHEREAS, same has been destroy ed by Are, be it hereby, RESOLVED, by the Board of Coun ty Commissioners of Burke County, North Dakota, that the Yoeman Hall located on lot 1, block 12, in the vil lage of Woburn, be designated as the legal polling place for the town whip of ile. Motion carried. Motion made and carried that the apllcatlon of Minnie S. Hanson, ask ing for the abatement of taxes on a portion of the EVfeNW'A Section 12, Township 162, Range 92, for the vears 1912 and 1913, be granted for ihe reason that same was a double assessment. and one assessment [:i id. Moved by Commissioner Ely, sec onded bv Commissioner Bryan, that the satisfaction of Judgment against I' N. Johnson, U L. Moved by Commissioner Bryan, sec onded by Commissioner Ely, that the BowbelB Tribune, Portal Internation al and Powers Lakp Echo be desig nated as the three official papei-B in and for Burke County, N. D., for the year 1914, providing they comply with the 'requirements of law and the resolution adopted by the hoard of County Commissioners. Motion carried. Moved by .Commissioner Bryan, sec.4 ended by Commissioner Ely, that the following resolution be adopted: RESOLUTION BE IT HEREBY RESOLVED, by the Board of County Commissioners of Burke County, North Dakota, that the papers designated as the official papers of Burke County, North Dakota, for the year 1914, be requested to set their type for pub lication of all official proceedings, whereby it will be the least expense to the county, and that each official paper be* requested to send a copy of the paper containing tne treas urer's report and financial statement to every tax payer within their re spective districts, without additional expense to the sounty. Motion carried. Motion made and carried that the statement of fees collected of the County Auditor, to the amount of $17.60, for the month of December, 1913, be accented. D., Jan. 2 4 -—Arthur Le Sueur, prominent socialist of Minot, started an action charging criminal, libel against Mr. L. D. McGahan, publisher of the Demo crat, in Justice court th's afternoon, filing the complaint with Police Magistrate John Ly«ic*i. The complaint states that "L. D. McGahan did on Jan. 15th wilful ly, unlawfully and with, malicious intent to injure this complainant by publishing concerning Le Sueur a certain l'alicious and defamatory libel in language intending to ex pose this complainant to public hatred, contempt and ridicule and to deprive him of the benefits of public confidence and social inter course and said libei was in words as follows, to-wit: "The laws of the state of North Dakota and the ordinances of the city of Minot forbid theatres or moving picture shows on tlhe Sab- bath day, but permit a foul-mouth ed anarchist and traitor like Le Sueur to denounce and ridicule the government, the laws and the loy al patriotic poeple of the country. They allow him to breed strife, dissension and hatred, all of which sooner or later dieveloipes lawless ness, crime and bloodshed. They allow him to slander the city, its institutions and her people—and there are those who listen to hiiri and applaud.- The majority of his hearers are ignorant and easily deceived, but there are others wiho .know better and are anarchists by inclination as well as by heart.
