On motion of Gom'r Loughland, sec onded by Com'r Gaines, that the board adjourn as a boardi of equalization to g,ive the assessors of the ljst and 3rd dis tricts time to complete and correct their books, and the board hereby resolves itself into a board of county commiss ioners for regular work. On motion, the quarterly report of D. 3ell, coroner, was accepted. Mr. Bell was instructed to collect the costs shown thereon from the estate of the deceased. On motion of Com'r Loughland, sec onded by Com'r Gaines, on auditing the delinquent tax list, the following reso lution was adopted: Whereas, The sheriff of Williams county, N. D., having been unable to collect the nrnjor portion of the delin quent tarts, and Whereas, The laws of 1899 provide that the delinquent taxes for the year 1899, and the still remaining unpaid taxes for former years are not to be placed in the hands of the sheriff until Kept. 15th, 1900, and Whereas, A laree majority of the delinquent tax payers are able to pay, but at the present time have no money, and nothing to turn into money without sacrifice. Therefore be it Resolyed, That it is the sense of this board, that the sheriff be instructed to hold the list of uncollected taxes, and to receive from all who can and will pay •without destraint up to August 15th, i$99,.and on and after August loth, 1S99, to collect the then remaining unpaid taxes bv destraint, and return tha same to this board on October 2nd,.1899. And be it further Resolred,. That the slieriffturn over to the county treasurer, all taxes re ceived by him up to the present time, and the treasurer is hereby instructed to cancel said taxes, and to make out and deliver to all those who have paid their taxes to the sheriff, a regular re ceipt, and to cover into tbe treasury the amount of said taxes apportioned to the different funds to which they belong. And the treasurer is also instructed to 3»ve the sheriff a receipt in full for all taxes collected by said sheriff and turned over to said treasurer. On motion of Com'r Gnines, seconded •i|y Com'r Lougliland, road supervisor Brothers was instructed to place guide boards at McAskell's corner, on Sec. 19. On motion of Com'r Gaines, seconded by Com'r Loughland, the taxes of Wm. Young for the year 1893 was reduced to 920, on account of assessment being made on information and in excess to what he really had, an affidavit to that effect having been made. On motion of Com'r Gaines, seconded by Coua'r Loughland, the road petition presented by Otto Dahl and e»g(it'.otbers waa accepted tfor consideration on Satur day, July 8th. 189i. On motion of Com'r Loughland, sec onded by Com'r Guines, the report of J. C. Field, cleric of court, for quarter ending June 30, 1899, was approved. On motion of Com'r Stewart, seconded by Com'r Loughland, the quarterly re port of H. E. Field, register of deeds, for quarter ending Juue 30, 1899, was accepted. On motion of Com'r Loughland, sec onded by Com'r Gaines, the following resolution was adopted Resolved, By the board of county commissioners of Williams county, that all count}' official* of said county must strictly adhere to sections 304 and 300, of Code of 1895, state of North Dakota, which reads us follows: Any public officer who is required to make an official report to any other officer or board, who willfully neglects to make such report at the time and substantially in tha manner required by law, shall forfeit and pay to the state a penalty of not less than twenty five dol lars or more than five hundred dollars. to be recovered from such delinquent officer or from hiin and the sureties upon hjg. official bonds. And, ha it further resolved by this board, thafc the said.section# be strictly enforced:,, andt be. it fua-.Uier. resolved,, that the States Attorney adhere tosec tion 1,980, of the Code of 1S95» which reads as follows: He is the legal advisor of the board of county commissioners and innst attend their meetings when required and must oppose all claims and accounts pre sented against the county which are unjust or illegal. The necessity of this resolution is for the reason that heretofore the majority of county officials have been negligent in getting their quarterly reports in to the auditor, and the same not being made oil proper form, causing unneces sary delay to board of county com missioners during their session. On motion of Com'r Stewart, sec onded by Com'r Gaines, Com'r Lough land and Com'r Gt.ines be appointed as road appraisers, in appraising the dam ages caused by the county road passing through the land of Chas. Baldwin, the above parties to shoose the third ap praiser, which they did, in the person of H. A. Nelson, and the auditor to notify Mr. H. A. Nelson to this effect, and to meet the other two appraisers at the rauch of Chas. Baldwin, on Satur day, July 15th, 1899, at 2 p. m. The board proceeded to check up the treasurer's and auditor's books and report. On motion, the board adjourned until 9 o'clock, a. ui., July 8th, 1899. 9 o'clock, a. m., July 8th, 1899. Chautauqua* July 8.—The people in attendance at Thursday night's enter tainment were privileged to listen to one of the brightest orators of the state of Minnesota,.it being none less than J. Adam Bede. The little colossus came in on the afternoon train, and met a few of the people. A few minutes before the opening of the evening's entertainment he qnitely entered the Auditorium ami was given a seat. There was a large crowd out to hear Mr. Bede, it being his fiist appearance belore a North Dakota audience, but no one felt it possible for HO little a man to hare such an array of wit and humor, and deep, thoughtful, earnest eloquence and pathos piled up in one brain as they later were treated to. Minot Reporter: The big bridge is now finished, having been painted. It took 11 men twenty days to do the work nnd 1,200 gallons of paint. It is a grand structure. Minot Reporter: Mrs. Win. A recent writer on the Angora goat calls attention to the fact that tbe cli mate of Angora possesses some re markable peculiarity causihg the de velopment of a silky coat on animals of various kinds. Not only the fa mous goats, which produce mohair, are thus furnished, but a similar ten dency is exhibited among such animals as cats and greyhounds living in the same country.—Youth's Companion. When Ton Write to the Quern.. The paper on which letters to Queen Victoria are written must not be folded. No communication which bears evi dence of having been creased will ever fall into her majesty's own hands. The proper method is to write on thick, glossy white paper, and to dispatch the missive in an envelope which fits it. Any folded communication never reaches the queen, for the simple rea son that she never looks at it. All such letters are opened bj- the mistress of the robes, and, as a rule, their con tents never get beyond her, or, if the letter is of importance, it is returned to the writer with the directions how to forward it.—N. Lake Rikwa, or Leopold, between Lakes Tanganyika and Nyassa, in cen tral Africa, which when first discov ered, 40 years ago, was 180 miles long by 30 broad, is reported by recent trav elers to have dried up completely.
