MASON MAKES COMPREHEN SIVE REPORT TO FAIR BOARD (Continued from Last Week) John Husby, Ward county agricul tural agent, was active in the con duct of the live stock and agricultural display departments and also assist ed in preparations for the fair. Mr. Husby's experience and practical knowledge were of great benefit both before and during the fair. John Sorenson, superintendent of the cattle department, likewise devot ed much time to the work and con ducted his department with praise worthy efficiency thruout. Henry L. Finke, superintendent of horses, con ducted his department in a most sat isfactory manner and also gave valued assistance in preparing for the fair. John Stoudt was in charge of the poultry department which was a splendid feature well handled thruout. Mrs. L. A. Corey, superintendent of the women's department, ably assist ed by Mrs. Charles Olson and Mrs. W. D. Wilson, made a notable record in organizing and conducting a house hold and art display that would have been a credit to a state fair. Special mention should be made of the work of Mrs. Andy Johnston of Bottineau who gave valuable advice, assisted in organization work and acted as a judge in the women's department. Herbert Allen conducted the agri cultural products department in an able manner and arranged the vari ous displays effectively. Minot Furnishes Police The City of Minot assisted most helpfully by furnishing the police force for the fair grounds both day and night during the fair period. A special force of police was organized by Chief Larry M. Byrne and placed under the direction of Officer Fred Lilly. General good order and regard for law were maintained thruout the fair and there were no serious law violations. Prompt Switching The Great Northern and Soo Line railways cooperated in a splendid manner during the fair. Switching service was prompt and the men in charge of the trains entered into the spirit of the occasion in a most com mendable manner. Stock shipments were handled speedily and there were no undue delays in receipts or ship ments at the fair, an item of great importance in the success of the en terprise. Association of Commerce Aids The thanks of the fair board is due the Minot Association of Commerce for its help in arranging the fair. The Association helped in advertising, se curing exhibits, carrying out a two days booster trip extending as far as Harvey and in other ways manifested its practical good will. Press Helps Greatly The newspapers both in and out side of Minot aided to a great extent in promoting the fair thru publica tion of news matter regarding it and in generally boosting this promising northwestern North Dakota enter prise. Rotary Club Information Bureau The Minot Rotary club contributed a valuable feature to the fair in the shape of a free Information Bureau. The club constructed a handsome pa vilion and maintained it during the fair together with a telephone serv ice. I toy Scouts Feature The Minot Boy Scouts were a pro minent feature of the fair. Under Scout Executive D. D. Riley they pro vided an exhibit of their work and conducted a parcel check room for the service of the public. Messenger service on the grounds was also pro vided. In addition the Scouts fur nished ticket takers for the carnival and in other ways assisted the fair management. Exhibitors The exhibitors at the fair deserve special mention. A considerable num ber of farm and other machinery dealers, automobile dealers and oth ers, including lumber companies, took space and made splendid displays of their goods, many conducting demon strations. This section proved of great interest thruout the fair and it is expected to be enlarged next year No fewer than 209 persons entered exhibits in the various departments offering premiums. Veterans of Foreign Wars The Veterans of Foreign Wars handled the grand stand ticket de partment with efficiency and devoted the money received to relief work among their members. Women Contribute Feature The Baby Show conducted by the Women's club and Art club of Minot was a great success and a valuable and interesting feature of the fair, very well conducted. County Staff Aids County officials and employes and others cooperated effectively in the work of arranging and conducting the fair in various departments. Maximum Economy Recorded Despite the handicaps of high costs for immediate and emergency work, shortage' of labor with consequent higher rates, etc., the fair was con 'v ducted as economically as was possi !. ble under the circumstances. Thru the courtesy of, Postmaster Fred. L. An derson of Minot and the acquiescence of United States officials the fair board has been accorded the use of two fine office rooms in the federal building in Minot. A considerable quantity of disused furniture belong ing to the county was' utilized in furnishing the offices and rooms at the fafr grounds. The fine practical cooperation of the Kiwanis club re lieved the fair board of the expense I of providing a rest room for women and children. The coops of the for mer Minot Poultry association vfere •, loaned by John Stoudt, an officer of the association, and thus obviated the necessity of buying coops for the fair. The Gash Feed & Fuel Co. took charge of furnishing feed and hay for the-Jive stock and erected its own neat warehouse on the fairgrounds so the fair board was spared any ex llill pense in providing this needed service for exhibitors. By taking charge of the grading work for the railway spur track into the fair grounds the fair board was enabled to save $388.50 over the original estimate of the Great Northern Ry. Recommendations One of the most important features of the 1022 fair was in the lessons learned and the showing *f defects that need remedying and improve ments that are required. The most pressing need is to make a much earlier start in preparing for the 1923 fair than was made in 1922. The folly and high cost of trying to do a year's work in less than three months was demonstrated this year. Many preparations for 1923 must be start ed at once, especially if an earlier fair is planned for next year. A July Fair The general idea appears to be that the Ward County Fair should be held hereafter in July, either just before or just after the Fargo and Grand Forks fairs. By so doing it will be possible, not only to insure warmer summer weather, but also to get in line with the various fair cir cuits and more easily and cheaply ob tain carnivals, free acts arid other at tractions, more concessions and more of the exhibit of live stock and other features that travel from fair to fair during the season. It is argued that thus a much larger and more inter esting fair can be obtained even tho there is bound to be shrinkage in the single department of grains, grasses and vegetables, etc. New Buildings Additional buildings -on the fair grounds will be necessary if the fail is to grow or even take care of an enterprise such as was recorded this year. A very little more live stock than was shown this year will fill the present stock bai to overflowing and additional quarters will be necessary. Renting of tents is unsatisfactory, temporary and expensive. The erec tion of temporary sheds meets the same objection. „Another large stock barn is desirable and it is suggested that the new building contain a judg ing ring and sales amphitheater With proper seating facilities. With a July fair more emphasis will here after be placed on live stock than on agricultural products. Arrangements should be made for housing sheep and swine. A speed barn is imperatively neces sary. The Reed barn rented this year proved inadequate even for the small number of horses that came to Minot and some horses were housed in the exhibit stock barn. Race men pre dict that in a normally good fair year 30 or more race horses would be here. A separate speed barn near the race track, suitably equipped and supple mented by a proper paddock, would greatly facilitate the racing feature of the fair. The racers showed ex cellent spirit this year and cheerfully accepted the lacks in the service ac corded them. But all expressed, along with a desire to come to Minot again, an expectation of larger and better facilities another season. For a paddock this year a canvas wind shield was improvised as a makeshift. A number of merchants and others applied this season for display space in the Exhibition Building in order to make mercantile displays. Most of these had to' be refused as it was felt the building must be kept for ag ricultural displays, etc. A few other displays were accommodated. Un doubtedly if another building or an addition to the present Exhibition Building, were to be built the coming year it would be well filled with com mercial displays, would furnish an in teresting feature to attract and hold visitors and would pay a substantial revenue thru the space tees that would be charged. Changes in Grounds The sewerage and sanitarv ar rangements on the fairgrounds* prov ed inadequate this season. The cess pools jvere too small and the toilets became clogged and out of commis sion, causing the public great annoy ance at times. The emergency toilets recommended by the secretary earlier in the season would have been of great value at such times and should be built before another fair is held. It will probably also be necessary to lay a sewer line from the grand stand to the river in order to get ade quate drainage. A larger water supply is also need ed as the four wells proved unable to supply the demands even with the small attendance recorded this year. A concrete floor Is needed in the first story of the Exhibition Building. Some graveling of walks along the roadways on the fair grounds is ad visable. Permanent gates should be placed at the four entrances to the fair grounds. With the completion of the dam and the raising of the water in the Mouse river before another fair is held, river travel from all parts of Minot to the fair grounds will be possible and it is expected that nu merous boats will be operated. If the river gate is to be made useful and the river travel facilitated—thus re lieving the congested highway—a suit able landing must be erected on the river bank and the trees cut away. The fair grounds were practically without fire protection this year except for a half dozen fire extin guishers scattered thru the buildings. The ground is too soft to permit the city fire trucks to obtain water from the pool on the grounds and the river banks are too steep and wooded to allow the trucks to reach water there. A suitable landing at the river gate would also be available for the Minot fire trucks. If the fair grounds are to be made completely sightly the parkway in the main boulevard must be parked and planted with grass, trees and flowers. Some trees should also be Bet out along at least the side facing the Roosevelt. Highway. The parts of the grounds used most generally'around the buildings and along the midway section, should be graded and smooth ed, both in order to give a more sight ly level and also to render walking more comfortable. At present the re cently plowed ground is rough and uneven. The leveling process could be followed by the planting of some strong sod-producing grass. Much of this grading and leveling work could be done this fall. Caretaker Suggested It has been suggested that a care taker be employed to look after the grounds at all times, such a person to be also employed in improvement work about the grounds. More Chairs Needed The 300 chairs purchased this year will be inadequate if the grand stand is given normal patronage and an other 100 should be purchased before next year. Additional Assistants While a splendid organization was developed at this year's fair several additions are needed before another fair is held. There should be a super intendent of program who might also act as a superintendent of speed. This official could make out the nro gram of races and other attractions, see that every part of the program is ready on time and is carried out and in all ways facilitate the smooth and operation of the program. Another much needed official is a superintendent of concessions to book, negotiate with and regulate conces sions of all kinds and also handle the carnival or similar entertainment fea tures. He could look after the issu ance of passes, insure cleanup of the premises and in other ways greatly facilitate the conduct of the fair. The secretory was obliged to handle all this detail work in addition to many other duties this year but with the growth of the fair and its attractions another helper will he urgently need ed. Automobiles The handling of automobiles is bound to furnish a problem. The fail began this season with an admission charge for automobiles. This caused some objection and, in view of the weather conditions, the automobile charge was discarded. Other fairs, however, charge an admission for all vehicles. If automobiles are admitted free, the fair «rows and the weather is fav orable, the parking of cars will be a serious problem. A superintendent of traffic should be appointed, with an adequate staff, to direct the move ments of cars and insure the utiliza tion of all possible space and also prevent the streets becoming congest ed and the open parts of the grounds crowded with machines. Better Gate Facilities With a rush of traffic the space in front of the main gates is altogether too small. The fair sized crowd that attended the fair Sept. 14 so congest ed tho highway in front of the gates that the condition was a serious pro blem. With the large crowds expect ed in the future the condition may well become disastrous. More Fireworks The lire works attraction proved a surprisingly great success this year. Fireworks should be shown every ac tive night of the fair hereafter. Judging by the many inquiries Jieard at the recent fair the fire works will bring in the evening crowds and much more than pay for the added cost of the attraction. Community Exhibits Community exhibits proved a great success this year, Douglas, Velva and Van Hook and John Renz of Minot providing splendid booths that were noteworthy attractions. There is a disposition to enlarge this field next year and the fair board should foster this interest in the'communities both in and outside of Ward county in every possible manner. State Aid Ucsired A definite and sustained effort shiuJd be made to obtain state aid, such as the fairs at Fargo, Grand Forks and Mandan receive. The fail should be made a district fair for northwestern North Dakota, at least and the scope of its work extended in lin6 with the widespread interest manifested in it. The state budget board meets in November and the fail board should make arrangements to .go before the state board and press its claims to substantial recognition. This .campaign should also be carried to Bismarck and to the state legisla ture at its coming session. Conclusion In conclusion, the secretary wishes to congratulate the board upon the splendid record made this year and the noteworthy achievements accom plished under adverse circumstances. It is a record of which to be proud. The fair is fortunate in having a board composed of able, progressive ami public spirited men and the future of the institution is assured when in such hands. Yoder, who has been operat ing his threshing outfit at Surrey, is building a house on his Ford truck and will leave in a few days for Buf falo, N. Y., accompanied by members of his family.
