are supporting an aiui-pickcting meas
ure which will be voted on 1y the peo
ple of tliis State at the general election
next month.
. R. B. Hartley, a non-union shop ad
vocate, debated this question with Sec
retary Taylor of the State Federation of
Labor at a meeting held in the Com
mercial Club. The former devoted
much of liis time in making the usual
attack on trade unions and overlook
ing the principle of the question being
debated.
Secretary Taylor said, in part:
"The pending bill is a serious and un
warranted invasion of the liberties of
the workers of Washington and in
volves a principle that is subversive
of the welfare and liberty of all citizens.
The organized workers of Washington
must make the fight for the cause of
liberty, humanity and justice. They
must defeat this measure in the No
vember election.
'"The right to picket is essential to
securing an understanding or even a
hearing for an industrial dispute. Co
operation among workers must be
based upon knowledge of facts. Only
by word of mouth or some device that
appeals to the eye immediately, or some
'advertising agency, can workers or
strikers disseminate effectively facts
and principels involved in their contests
or the justice of demands upon employ
ers. This measure, which denies the
workers the right to maintain, carry or
transport on any sidewalk, street, public
place or private property any banner,
sign, transparency, writing or printing
deprives the workers of effective means
of getting facts before the public; -
"There can be nothing wrongful' in
securing a hearing of, the facts -in a
strike. Therefore, as citizens they have
.1 right to use public places for this
'egitimatc acitivity necessary for fur
thering the welfare of human beings.
"If, in the process of 'picketing,'
speaking or publishing in relation to
labor-troubles, working men commit
violence, there is ample remedy at law.
Utit to enact a statute which denies to
them rights which ordinary judgment
dictates to be proper and necessary,
amounts to an outrage that might easily
become a very real danger to industrial
oeacc. To deny men their natural
rights promotes violence, not peace
int! quietude. It is a physical inmos
Mbility to clamp down a lid upon a com
'iiunity seething under oppression with
