Although dissatisfied with certain features of the new first-aid law, officers of the state federation of labor have recommended that the "reft crendum be not applied to this legisla tion at this time. The trade union movement attempted to have costs placed on the industry, but under the law th? costs are divided equally between the employer and em ploye. Industries arc divided into five groups, according to hazard, termed A, 13, C. D, and E. The employer paj s into the fund monthly for each day's work performed, as follows: Class A, 1 cent; B, Vi cents; C, 2 cents; D, 2'2 cents; E, 3 cents. The cmplocr shall deduct one-half of his premiums from his work ers. All charges for maintaining the fund shall be borne by the state indus trial insurance commission. To enforce the first aid law a state medical board shall be created, consist ing of the chief surgeon of the commis sion, one member chosen by organized labor, and one by organized employers. Local boards shall consist of two mem bers, one chosen by employer and one by the employes. A majority of the work men may appoint or remove. Local boards shall care for injured workmen, investigate all features of each case, cause of injury, make recommendations and audit all bills for services. An in jured workman or employer may appeal from the local board to the state board. It is unlawful for employers to charge for medical or hospital treatment other than specified in the act. Charges of phjsicians and surgeons shall bc set by the state board, and charges in excess of the established rate shall be invalid. If a workman refuses to submit him self for examination or treatment his monthly payment shall be suspended. He shall be allowed traveling expenses when necessary in submitting to such examination or treatment. FEItUYMAX KK1HJCE HOURS. San Francisco, Cal. Deck men and firemen employed on ferry boats were not included in the SG-liour week ar rangement agreed to by railroad com panies and masters, mates, engineers and pilots. The deck men and firemen were working 24 hours off and 24 hours on but were later reduced to "not more than 13 hours' work in any 24," in conform ity with a ruling by the federal steam boat inspection bureau. The union had negotiated a wage scale that raised wages 12 per cent for piece workers and 1G per cent for day workers, but the company failed to reinstate a com mitteeman. Although the boiler makers had se cured substantial wage increases, they suspcnded work as a protest against this injustice.
