A fow months ago tho services of Dr. Francis wero secured temporarily, at that tlmo Dr. Francis, on account of business relations, not fccl'ng war ranted, In accepting a permanent call, fho work of Dr. Francis has been eminently satisfactory, both as DR. DAVID FRANCIS Unanimously Called as Pastor of Vine Street Church of Christ preacher and pastor, and tho deslra has been genorally expressed by mem bers of tho congregation that ho bo secured as the regular minister of tho church. Campbell filed his petition nga'nst Squlro Sloan, Oct. 22, 1909, In which ho claims ho Was damaged In tho sum of $10,000, alleg ing that on Jan. 1C, 1909, defendant n3 justice of tho peace, falsely nnd maliciously and solely with malice, upon n pretended affidavit, prepared and presented to dofendant us Justlco of tho penco by George J. Froy, pur porting to charge Campbell with forg ery, issued a warrant for tho arrest of plaintiff, which was served by Con stable Holbrook (now deceased) and upon hearing, without criminal charge bolng contained in nfildavit and upon evidence exonerating plaintiff from any crimnal act, required and orderd plaintiff to glvo ball for his nppear pleas court. That at tho April, 1910, term, de fendant appeared before tho grand jury and aided Prosecutor Frey to Induce that jury to return an Indict ment against pla'ntlff for forgery. That at said April term tho court sus tained a motion to quash said indict ment, and plaintiff was discharged from all further prosecution on such charge and tho same Is wholly ended. Plaintiff claims that, by reason of defendant's notion nnd hostile foot ings against him, ho has been Injured and degraded in his-good name nnd reputation and as common pleas judgo of tho sixth judicial district, where foro ho usks Judgement for $10,000 damages. All mombcrs wero present nt tho roll call except Mr. Colo. Tho minutes of tho last regular meting wero read by Clerk Mclntlro and were approved by tho council as read. The first matter taken up was that of tho ordlnanco Introduced ono week provlous which provided for tho fix ing of a rate to bo charged by tho Mt. Vernon Gas Light Co. for gas consum ed by tho citizens of Mt Vernon. At tho meeting on December 5th. tho or dinanco was placed iu tho hands of tho ordinance committee for consider ation and on Monday evening, tho committee recommended tho rejec tion of the ordinance and tho lntio-, ducllon of a new ono. On motion, tin ordinance was read for tho second and third times by Its title and was lost on the final vote. An ordlnanco was introduced to transfer $25 from one department ot tho public safety fund to another. On- motlon, tho ordlnanco wns read for tho second nnd third tlmo by Its title and was passed on tho final voto. A new ordinance, previously prepar ed by tho ordlnanco commltteo In re lation to tbo fixing of tho gs rates to bo charged by tho Mt. Vtrnon Gas Light Co., was introduced and rend for tho first tlmo. This ordinance was tho same as tho Initial one, which had been lost, except that It provided for the heating and lighting of the public library freo ot charge. On mo tion, tho ordlnanco was read for tho' second nnd third timo by its title, At this point, Mr. Taylor brought up tho matter of the heating and lighting of tho first floor of tho Third ward cnglno house. Mr. D. A. Upham, who was present, was asked to add the first floor of tho cnglno house to tho freo list. After a short consider at'on of tho tnnttor, ho made tho con- cession,, but as tho clauso had not been regularly entered Into tho ordi nance, Jt was lost on tho voto for final passage, which occurred Immed iately nfterwnrd. An ordinance exactly llko tho one above, except that it contnlned tho clause providing for tho free heating and lighting of tho first floor of tho onglnc house, was Introduced and read fpr the first tlmo by Clerk Mc lntlro. On motion, the ordinnnco wns road for tho second and third time by Its title and was unanimously passed. Mr. Taylor moved that when coun cil ndjourn, It be until tho second Monday in January.
