Deraing, X. M., Dec. 16. The Dem ocrats of Luna county voted that the Democratic convention in Santa Fe, December 17, should not attempt to commit the party to the policy of adopting orrejectxng the new constitu tion. The question Is declared to be a nonpartisan one, which should be left to the judgment and conscience of each voter. The three delegates -from Luna county are Instructed to vote and work as"a unit against any attempt to com mit the party lor or against the con stitution. The resolutions end signifi cantly: "And in the event that said convention pledges the party for or against the proposed constitution the Democrats of Luna county feel at 11b ety to cast their vote as they see iit, believing the same to' be a nonpartisan question." Opinion is divided among Democrats as to the fate of the constitution in Luna county. This county has a -normal Democratic majority, but local Democratic leaders' say the county will be carried for the constitution. J. N. Upton,' one of the Luna county delegates, is reported to have bet $500 that the constitution will lose in this county- Sol Luna is named as taking the Republican end of the bet.
