"The meeting of the International Races congress today wiill look to ward the amelioration of the unfriendly attitude of the west toward the east, an attitude that has created a new situation which Is forcing the eastern peoples Into a passive, and later, per haps. Into an aggressive militarism, the serious consequences of which, for the peace of the world, it Is impossible to foretell or exaggerate. This and other problems to be discussed clothe the opening of 'the congress with the importance of the beginning "of a new era in the history of the world an era whose effect on history can only be judged by posterity."
