New York, N. T.. Jan. 25. M. Ko kovtsoff, Russian premier, has made a statement to Collier's Weekly on the abrogation of the Russian-United States treaty. The Russian premier was sub mitted a list of questions, to which he made answer on this very interesting subject, for the. first time placing the Russian view before the American peo ple. As published in Collier's today, his statement questions and answers fol lows: Question. Has not Russia - afforded the United States ground for abrogating the treaty of 1812 by her violation in excluding United States cltisens. especially of Jewish faith? Answer. No, Russia has not afforded the United States any ground for abrogat ing the treaty. The treaty of 18S2 was made exclusively for commercial pur poses, and a clause in the very first ar ticle stipulated that American citizens arriving in Russia, and Russian sub jects arriving in the United States, should be subject to the internal laws and regulations of tha respeotive coun tries. The entry of American citizens of Jewish faith into Russia is not abso lutely prohibited. With respect to them as to the other American citizens, and In strict accordance with the stipulations of the treaty, our country enforces cer tain rules. These rules were established by Russian internal legislation which permits the entry into Russia ef for eign Jews only in definite cases. The rules have been in force ever since the treaty was concluded, and there never has been any cause to doubt the le gality, and there could not be any, because the enforcement, as before pointed out, was stipulated in the treaty itself. Question. Has Russia treated American citizens of Jewish descent differently in re spect of their privileges under the treaty than it has treated other Amer ican citizens not Hebrews? Answer. Teg, Russia has treated A-merlcaa Jews differently from the very be ginning. It has treated -them exactly on the same basis as all other foreign Jews without exception. Nevertheless, not a single civilized country ever dis puted the right of another country to define for itself classes of undesirables, because under the principles of interna tional law this right is the absolutely incontestable prerogative of every sov ereign power. Guided thereby, the United States established exaotly in the NEGRO TRIES TO END HIS OWN LIFE Slashes Throat and Stabs His Christ Had Not Saved Any Money. Henry Allen, a negro, aged about 40 years, finding himself "up against it" apparently, without money and without friends, attempted to take the short path to relief Wednesday after noon by slashing his throat three times with a pocket knife and 'plung ing it into his breast. The act was committed at the union station about 4: JO p. nu. but the knife failed to pierce any fatal part of the man's body, and he was able to talk after his wounds were dressed at the police station. Allen bad a large and -costly suit case and two or three other bundles, and came here from Dallas. He said he had no money, however, and no Job, and for all his 26 years of working he hadn't a cent to show for it, and that the future didn't look very bright. At the station, before he had re ceived medical attention, he was faint, and his mumblings, though incoherent, conveyed the Impression that lie bad an uncle in Bl Paso by the name of Frank -Stewart, and a sister. Amy, in Dallas, where he said he worked six years for Jim Marony. Up to the present time, however, he has not been Inquired for, and he will probably re main a city charge until his wounds heal. American legislation, for in stance, prohibited the entry Into the United States of persons belonging to religious bodies tolerating polygamy, whereas Russian legislation does not see any cause for such restriction. Still, as I said, such classes of undesirable aliens are defined for Itself by each I country. Wherefore, neither the Rus sian nor American government saw any ' violation of the treaty of 18S2 In the passage and enforcement of the afore said American immigration acts. This ought to-be clear to every statesman. Question. If so has Russia special reasons for such discrimination ? Answer. For economic and social reasons Rus sian legislation established a whole ransfA at restrictions UDOU its JeWlSB subjects. To allow free entry of foreign Jews Into Russia is obviously inwps- i slble under the circumstances. They would then enjoy greater rights In Russia than Russia's own Jewish sub- ! Jects. Therein lies the special reason for the discrimination which Russia practices toward foreign Jews wishing to enter Russia. I must add that exlst- ! ing restrictions are considered a meas,- 1 use of defence for the Russian masses against alien domination. Concern for such measures of protection must be understood by the United States, which for smaller reasons prohibited the entry , of Asiatics. Question. EL PASO TEACHER BECOMES FARMER Need of Well Drillers at Bowie; Novel Dance Planned. t,BSwI' Ari Jan- tUBm Clara Pulllam. a former Kl Paso school teacher, has turned farmer, and cast her lot in the San Simon valley, has homesteaded a tract of 10 acres one and one-half miles north of Bowie and has already started development! It is her Intention to engage in in tensified farming and poultry. Miss Pulllam states she intends to lead an outdoor life and bid "farewell" to the school room. Julian Naveretta and wife have sold to Juan Sanchez one lot in the east end of Bowie. Mr. Reiser, of Willcox. has purchased 8 feet of lots on Central avenue, ad joining the school house and expects to build soon. Mr Countryman, an S. P. engineer, has homesteaded 1(0 acres two and one-half miles southwest of town, and intends to improve and move onto it In the near future. Mr. Pulllam, of El Paso, has taken the Joe McKlnney relinquishment one mile north of town, and has a gang of Mexicans at work clearing ground and Is trying to contract with a well drilling outfit to sink a well at once and proceed with farming this spring. I. S. Case, of Safford, who has a homestead three-fourths mile west of town, was in Bowie maklnx arrange- ments to move onto the same in the near future. He contracted to have the land surveyed at once. There are a number of homesteaders here now wishing to have wells drilled at once, but are unable to get an out fit to do the work, as they are all busy at present, and one outfit states it has contracts ahead that will keep It running double shift until fall. What is needed here at present more than anything else is one or more good well drilling outfit, as there is plenty of work in sight and more for the near future. Work is progressing rapidly in sink ing the pit' at the Gordon well east of town, and as soon as completed the engine and pump will be installed and a test made of the csipacity of the well. It is predicted by those of ex perience that the well has a capacity of 3004 to 4000 gallons a minute If sufficient horsepower is need. Mrs. J. H. Jaque was called suddenly home by wire last Thursday on ac count of her -mother's serious illness. I and left the same night for Cincinnati, Unto, stopping rnursoay in xii rsao, from which point she took the Rock Island to St. Louis. Mrs. ' Getchel is again driving around, after being laid up a few days with tonsilitis. There will be a mask ball February 17 at the S. P. hotel in Bowie. It will open with a wedding and close with a banquet. Capt. Thomas Burns, a mine oper ator in the Dos Cabezas mountains just south of Bowie and the president of the Bowie Commercial club, fractured his arm while climbing the trail en route to his mine W. E. Barnes, of Tucson, commercial agent of the S. P. railroad, was in Bowie to make arrangements to co operate with the local chamber in a publicity campaign. The Dallam county deep well is go ing down at the rate of IB to 20 feet per day. The drill is now in a hard brown rock formation.
