N. T., Oct. 22. The methods of those -who prey upon the land owing indians of Oklahoma were described androeans tocircumventthem were recdmmended. by "William H. Hur ray, member of congress from Okla homa, in an address read today before the Lake Monhonk conference of Friends of the Indians and Other De pendent Peoples. Mr. Murray was president of the Oklahoma Constitu tional convention and the first speaker of the house of representatives of the new state. His first suggestion -was that restric tions should be removed from all adults of the socalled Five Civilized tribes of Oklahoma, who have less than three quarters Indian blood. "Restricted' in dians, he explained, were those who had some restriction upon the transfer of any portion of their allotments or homesteads. Such restrictions apply only to land and run with its title and do not affect the person of the owner, since the Oklahoma Indian enjoys the privilege of the ballot and is in every other way classed as a citizen under the state constitution. The federal laws now provide restrictions upon all Indians of more than half blood. The fullblooded indians, said Mr. Murray are the chief object of attack b- land grafters, who although unable to make much headway in acquiring title seek by contracts to becloud the title in such a way that in the event of the removal of restrictions they would be almost the only possible purchasers. All honest men in Oklahoma, said Mr. Murray, and the indians themselves op pose the reopening of the tribal rolls which would admit to participation in tribal estate persons not entitled to such division. DUKE ARRAIGNED ON MANSLAUGHTER CHARGE Seattle, Wash., Oct. 22. Laurence Duke, son of Brodie Duke, the tohacco manufacturer, was arraigned on a charge of manslaughter today in the superior court and was given to next Wednesday, to plead. Duke, while driving an automobile, ran down and killed two men. The information filed against Duke alleges that he was intoxicated at the time of the accident. NEW BUILDING CODE TO APPLY TO SMALLER TOWNS Austin, Tex, Oct. 22. It was an nounced today by secretary A. S. Haynes, of the state fire insurance com mission, that 'Texas is soon to have an other building code especially adapted to the smaller towns of the state. There has been considerable objection to the present code, due to its stringency as sub-applied to the small cities. LYCEUM COURSE OPEXS AT ALAMOGORDO WITH LECTURE Alamogordo, N. M.. Oct. 22. The first attraction of the lyceum course for the present season was staged at the First Christian church. It consisted of hu morous and instructive cartoons, land scapes and illustrated story telling by Ash Davis. The attractions are given under the auspices of the women s Aid society or'Jie Presbyterian church. J. E.
