The manager of one of the leading banks expressed the opinion that president Huerta, who thus far has confined his financial efforts to legal bounds, would not at tempt to adopt such a measure as levy ing a 15 percent tax o deposits. Expect Financial Crisis. There Is a distinctly high tension of expectancy here and on all sides tie belief Is freely expressed, both by Mexicans and foreigners, that the ad ministration Is facing a financial crisis. It is saia that the banks and business houses have been reluctant to "ty up for shares in the eight million pesos loan to which they recently sub scribed. Many persons are alleged to have subscribed to the loan under pressure. Deny Pressure to Get Loan. Ono report that was disproved by both parties concerned was to the effect that an effort was made by the authori ties to coerce the Bank of London ana Mexico into the payment of a large sum but that the effort was blocked by Sir Lionel Carden. the British minister, who complained direct to president Huerta. Sir Lionel and manager Mitchell pf the bank branded the re port as groundless. BRITISH PAPERS - DISCUSS MEXICO Comment of Outlook Is Critical of AA'Uson; of the Nation Is Critical of the British. London. England, Nov. 1. In an editorial, the Nation, following an out line of recent Mexican history, sharp. ly critcises the policy of Great Britain in Mexico. "Our complaint is not that the Brit ish diplomacy has declined to Inter vene against president Huerta. It is rather that In a peculiarly cynical way it has given him countenance and at a moment -when the United States was using its influence to restore some ap proach to constitutional rule," says tne paper. The article declares that, even In the narrowest views df British Interests, the success of a revolution -which aims at turning serfs into free wage earners may, in the end, do more to benefit British trade than all the favors a dic tator might shower on. a few conces sionaries. The editorial concludes with a de nunciation of the policy of the British foreign office as not being in accord with liberal principles. The Outlook declares that president Wilson's Mobile speech means a policy of "idealistic grab, by which all other nations except the United States will be shut out of trade of the western hemisphere." "Spain from 1600 to 1800." the Out look says, "forbade all other nations to trade with South America, which was strictly reserved to the com mercial enterprises of Spaniards alone. In the year 1913 president Wilson wants to Impose a practically Identical yoke of domination on the commercial world of the Independent communities which have grown up between the Rio i Grande and the Antarctic extremity of the continent ITALY AVILL COOPERATE WITH U. LIND OUTWITS MEXICAN OFFICIALS Two Legislators Are Sacd From Arrest Aboard American Ship by AVife of Special Envoy. Xew York, Nov. 1. Two Mexican leg- islators who arrived here last night on the steamer Moro Castle from Veracruz, owe their liberty, if not their lives, to the quick wit and generosity of Mrs. John Lind. wife of president Wilson's special envoy to Mexico. To save the two Mexioans from arrest at Veracruz, Mrs. Lind hid them in her stateroom and sat up all night on deck until the boat left pott and the officers of the Huerta government had gone ashore. A week ago the Ward liner was de tained at Veracruz while Huerta's agents searched for eight rebellious members of the legislature of the state of Veracruz. Until the Moro Castle ar rived here, only those On board knew that two of the eight "deputies" had escaped arrest. Those two, Adolfo Minguens and Mi guel Cordera, say they will stay in New York until Mexico becomes a safer home for the opponents of Huerta. Mrs. Lind said that her husband, the special envoy, had expected to come home after the Mexican election. Now she did not know when he wtfuld come. The Mexican deputies 'insisted that while conditions in Mexico were cha otic, interference by the United States would probably make matters worse. They believed the quickest way to re store peace in Mexico would be for ths government to grant amnesty to all rebels and hold a free election.
