To this prospective clash of armies
and navies must be added the by no
means negligible forces of Roumanla.
Bulgaria and Greece. Greece can put
l.0,6v0 men In the field and would
naturally fall in with Russia. Bul
garia, according to Indications given
recently by king Ferdinand's tenden
cies, would no doubt support Austria.
while Greece, at present neutral, prob
ably would support Servia against the
triple alliance, in the hope of obtain
ing a slice of Albania in the new map
which this European war would draw
up.
As to Turkey, she would undoubted
ly await an opportunity, in the hope of
regaining some of her lost provinces.
Trouble Brewing; 3G Year.
The present war situation represents
a. crisis which has been the nightmare
of Europe ever since the congress of
Berlin, in 1S78. Against it all nations
have been constantly and increasingly
preparing, arming and drilling, and
building navies with feverish haste.
The congress of Berlin, composed of
all the European powers, settled the
Russo-Turkish war of 1877-8 in a way
that was satisfactory to neither of the
belligerents. It Imposed drastic reforms
upon Turkey, reserving to the powers
the right to use force to compel their
execution, and It transferred from the
caar of Russia to the powers the pro
tectorate right over the Christian in
habitants of the Turkish, empire.
Such a program might have worked
excellently had there been, or could be,
harmony among the several parties to
the undertaking. Instead of that, al
most Immediately Europes. found Itself
divided Into two hostile camns. now
represented respectively by the triple
alliance of Germany, Austria-Hungary
and Italy, and the triple entente of
Great Britain, France and Russia. From
that time the concert of powers found
itself impotent to carry out the plans
and decrees of the congress of Berlin
In any important particular.
Turkey Takes Advantage.
Turkey, knowing the situation com
pletely, boldly Ignored 4hem and went
on its own way, oppressing, robbing,
murdering and ramssacrelng without let
or hindrance beyond periodical protests
and idle threats.
In like manner the Balkan states
came to understand that the concert
was powerless to prevent action against
their common enemy, the sultan, when
the time should come. The time came
and the powers straightaway ordered
them to desist. They started the war
and in a few weeks were at the gates
of Adrlanople. Then the powers warned
them that they would not allow the war
to result in any loss of territory to
Turkey.
Warning; Was Futile.
How futile was that warning his
tory shows. All the concert of Europe
has been able to accomplish In all these
years has been to prevent an armed
trace among the great powers, and
even that has been no easy task.
Now the end seems to have come.
The assassination of the heir to the
Austro-Hungarian throne, and the sus
picion that it waa planned in Belgrade
with the knowledge. If not participa
tion, of the Servian government a
suspicion strengthened by the creation
of a. regency and the temporary retire
ment of king Peter only a few days
before the murder naturally has made
Austro-Hungary feel Justified in treat
ing the crime as a casus belli, and as
emperor Francis Joseph has the hearty
hacking of kaiser Wilhelm, the situa
tion that far is plain.
Concert Breaks Up.
But here apparently is where the
concert of Europe breaks up. War

ly through the Influence of archduke

the largest single subscription. The
property owners' committee is sending
out personal letters to all of the prop
erty owners appealing to them to sub
scribe liberally to the fund. This is
expected to be a big boost to the fund
when the property owners' subscrip
tions start to come in and the assis
tance of the Adclub and the Rotary
club is expected to add another SS.MM
