The Woman's Civic Improvement league presented a petition to the coun cil at Its meeting Thursday morning re questing that the streets and alleys be cleaned at once, as they said that they are in a very unsanitary condi tion. The petition reads: "We. the mem bers of the Woman's Civic Improve ment league, request that the city streets and alleys be cleaned and that the alley inspector be selit after said 'cleaning. The whole city Is In an un sanltarv, especially the alleys." It was signed by Mrs. Burt Orndorff. president, and Mrs. J. L. O'Shea. secretary and treasurer. The council, in approving the recom mendation of the board of health in condemning a large number of houses in Chihualiuita, extended tne time iur the tenants to vacate from 70 days to i four months. This action was taken to ( allow these people to remain in their homes durinc- the winter months. They all signed agreements to vacate at the end of this period. Health Report. During the week ending November 12 there were 19 deahts. of which 10 were Americans and nine Mexicans, ac- I cording to the report of the health de- partment There were4 25 births, of . which 22 were Mexicans and three ! Americans. I Forty-four cases of contagious dls- i ease were reported, of which 24 were diphtheria. This department condemned 342 pounds of meat and 122 pounds of fruit and vegetables. There were 1146 head of cattle In spected by the health department and 1576 meat markets, groceries and res taurants. Fire Chief Report. According to the monthly report of W. W. Armstrong, fire chief, there were 36 alarms of fire during October. The loss Is estimated at $11,575.96. and the property is valuedat $1,500,000. Chil dren playing with matches caused four of these fires. The report of George Harper, sani tary commissioner, showed that during October there were 948 loads of gar bage hauled. J. W Hadlock, -sewer commissioner, made his weekly report. There were 943 arrests made during the month of October, according to the report of chief of police I. N. Davis. The fines totaled $6213, of which $2633 was paid. Bond Is Approred. The contract and construction bond of the Southwestern Paving company for paving Porfirlo Diaz street, was ap proved. The receipts for the month of Octo ber totaled $43,445.35, according to the report of Lamar Davis, city treasurer. The disbursements were $56,878.66, leav ing a balance of $516,596.36. - The petition of the trustees of the First Presbyterian church, for remission of taxes for 1907 on lot 6, block 251, Campbell's addition, was granted. According to the monthly report of M. M. RIggs, city sidewalk inspector, there were 25,743 square feet of side walk constructed during)ctober. There was 4290 lineal feet of curb laid. Permits were issued during the month for 20,442 square feet of side walk and 21,963 square feet were actu ally constructed. The total amount received by the-clty engineer's department for the sale of permits totaled $91. El Paso bow has a total of 9 miles of sidewalk. Petitions Granted. The petition of The Eggers to erect two ornamental iron posts for electric ligshts in front of Hotel Linden, was granted. The petition of the Consumers Ice & Cold Storage company for a franchise to build or lay a three inch pipe along First street, was referred to the streets and grade committee. Mezes, president of the university of Texas, today officially tendered his resignation as president of that insti tution to the board of regents of the university.. The hoard Is to hold a special meet ing later to consider the resignation. The resignation of Dr. Mezes came as a surprise, he having been head of that institution for the past six years. Dr. lezes resigned to accept the presidency of the university of New jfork at New York city. TEXAS TO GET $15,000 OF .TOPOGRAPHIC FUNDS Austin. Tex., Nov. 12 Texas is to re ceive an Increased share of the annual appropriation made by congress for the topographic and hydrographlc surveys hein conducted bv the United States geological survey throughout the coun try, accoraing to announcement mauo bv the state reclamation department. He stated that he was awak ened about midnight by a noise In the room and saw a man running out. He gave chase but the robber vaulted over a rear fence and escaped. AH toy shops and department stores of El Paso that handle toys during the holidays are showing war toys to sat isfy the longings of boys, who have heard so much talk of war that they can be found in almost any vacant lot playing war games. Already supplies have been bought by many parents, who are apprehensive that the choice In war toys may be narrowed down to tne leavings in the next few weeks as most of the toys are manufactured in Germany and other European coun tries. But according to local merchants there will be no shortage in toys in this country, because the early buying habit of the merchants of the United States was the means of having their purchases made for the most part be fore the war broke out. Then. too. the American toy manufacturers have greatly Increased their output and have devoted their attention to mak ing almost exclusively toys that per tain to war. Wide Variety of War Toyx. Among the supply of toys this year can be found every manner of war ma terial. There are wooden and tin sol diers, coast defence forts, siege guns, disappearing forts, ships, artillery and cavalry toys. Toy forts can bo bought In great variety, manned and mounted as are those of ateel and cement There are complete camp and field outfits, ambulances and hospitals, armored trains and motor cars. For the boy who is inclined toward the navy there are all kinds of war ships with guns mounted that will shoot ruubber balls. Even Zeppelins are in the local shops -and are selling rapidly, despite the fact that Christ mas is yet more than a month away. Many Toys Imported. About 75 percent of the toys hereto fore sold by American merchants have been manuufactured by the mountuain people of Thuringle, Germany, where there is seven months of winter Th.. j people have for generations devoted tnemseives to tne manuuiacture of all kinds of toys. American made drums have always been given a preference by American merchants to those of European manu facture, because they stand the climate better. But despite the fact that there is a 35 percent import duty on toys 75 percent of those sold in local stores during the holidays are imported. Calif omians Give Cash To Slayer Whose Family Was Penniless, Starving San Francisco, Calif., Nov. 12. Warm hearted Callfornlans are giving money to aid the family of Joseph Lococo, laborer, who shot and killed George Gray, partner In a contracting firm, Wednesday because he could not col lect wages the contractors owed him. Lococo's family was starving. He was desperate and had to have the money, he felt Subscriptions for Lococo's family have begun pouring into tbj3 newspa pers, and bne dally opened a bureau for the handling of these funds. Another newspaper employed a battery of at torneys to defend Lococo. Policemen raised a fund among themselves and sent it to the slayer's wife and family. Lococp's defence, as outlined in the police court today, will be that he was maddened by hunger and worry over the suffering of his wife and two chil dren and that when he fired upon Gray he believed the latter was about to strike him. Plans were made at the Thursday luncheon of the Rotary club to have a "Made tn El Paso" week at which prod ucts grown or manufactured in this city. Morgan and Robert Krakauer MEXICAN PASSENGER TRAINS TO CONTINUE Passenger trains will continue run ning on their regular schedule on the Constitutionalist railway lines from Juarez to Aguascallentes, A. F. Es contnas. passenger agent of that sys tem in El Paso, says. "So far as we know, trains are still running regularly between Aguascali entes and Mexico City," said Mr. Es contnas. "Officials on this end of the line have receied no advice of fight ing in that vicinity whicfc would stop the trains leading Juarez. Trains will continue leaving Juarez daily until further advices are received." MEXICO XOUTHERX J! V1LUOAD TO HE REPAIRED ASU REOPENED The line of the Mexico Northern rail way from Sierra Mojada to Escalon, which was almost entirely destroyed during the recent retolutlon, will be put Into operation in about a week. The road is atout 125 kilometers long. One long bridge and four smaller ones were destrojed during the revolution, besides a large part of the track, many of the stations and swif hes. All or the bridges on the line have been repaired and a slight delay in the receipt of building material Is all that is delaying the reopening of the line. V. P.
