The court of Inquiry decided that chief machinist Thomas ODonnell was culpably ineffi cient because the strainer was not of a proper design, that Lieut. K. L. Hill and chief water tender W. L. Appleby failed to take proper precautions and that water tenders W. B. Redmond and Al bert Priddy were culpably negligent.
