Should the char ter be amended by only the civil ser vice amendment, there would be no opportunity for two years to change it. Late Wednesday night a report was received In El Paso to the effect that Gen. Manuel M. Oleguex, commander of Carraasa's am-lea in the north, had been captured by the revolution ists. The last heard of the movements of 2iegues was that he had reached Irapuato with his command in a forced march toward Torreon. At that time, however, he was known to be moving under extreme difficulties and required much time to traverre a small distance. Obregon leaders here were unable to verify the re port of his capture, but learned that several of his staff officers are Obregonlstaa. who have been doing what Is in their power for the revo lutionists.
