This difference of opinion may be called "revision" or "interpretation." as the treaty at present leaves the amount of German payments up In the air. But. whichever word Is used, the quarrel between France and Britain on this point has scarcely yet begun. Why is it that If the two countries are unalterably opposed in the fundamentals of their policy, they now find it necessary to quibble and prevaricate, to convey an impression of unity which does not exist Reason Is the East.
