' Row Over Flag (By United Press Leased Wipe.) PEKIN, April 22. —A big row has developed over the arrange ment of the five stripes in the new Chinese flag. The red, yellow, blue, white and black stripes are to represent the hCinese, Manchur ian, Mongolians, Thibetans and Mahommedans, but they cannot agree which stripe should go at the top. Heberleln, the American mining engineer, who was held la jail at Jlmlnez, Mexico, by rebels under Orozco, Is home today. "I was arrested on a caprice of General Orozco, held lncommuni- cado for 4 8 hours in a filthy den along with murderers and thieves," he said. "I sent geveral messages to Orozco, but it was not until Washington took action that I was given any consideration. I am certainly glad to be again on American soil and I consider my self lucky to be alive." START BIG TUNNEL Vice President Ingersoll an* nounces that on May 1 the Mil waukee will resume efforts on tha boring of the tunnel through the Cascades at Rockdale by which the line will be shortened 4% miles and the grades materially lowered.
