the established grade, with a road
way fifty-six (66) feet In width,
and sidewalk spaces on each side
thereof twelve (12) feet In width
and laying down on said roadway ,
a pavement of sandstone on a con
crete base, with brick gutters, gran
ite curbs and the necessary storm
water drainage. Said Improvement
also consisted In laying cement
ooncrete sidewalks twelve (12)
feet tn width on South '-3rd Street,
from Pacific Avenue to Jefferson
Street, together with all necessary
concrete retaining walls and hand
rails, tiovlded that where cement
walks I aye already been con
structed by permission of tho Com
missioner of Public Works, snd
conform to line and grade, they
were not Included ln this improve
ment.
Provided that the portion to be
paved by the Northern Pacific, Rail
way Company, was not to be In
