That the Council deems It necessary and expedient that the Charter of the City be amended I.v the amendment of Section 114 of Article XIV relating to Civil .Serv ice. 2. That It Is the Intention of the Council of the City of Tacoma to offer to the qualified electors of said City, at the general election to be held Tuesday, April 4th, 1916. the following amendment to the City Charter, to-wit: Amend Sec tion 184 of Article XIV thereof so | that the same shall read as fol -1 lows: Sec. 184. Whenever any employe ■ of the City of Tacoma under civil service, shall have been discharged, the head of tho department In which he was employed shall, up , on the request of such employe, furnish to him a statement In writ ing setting forth tho reasons for lis discharge, and If such employe shall, within five days after his discharge, make a written request therefor to the head of said de partment, he shall be given a pub lic hearing upon Ihe sufficiency of such reasons before a Joint Advis ory i: .mi Said Hoard shall be composed of the President of the Civil Service Board, who shall be the chairman thereof, two members ■elected by the head of said de partment, and two members who shall be selected by the City Con troller from the employes of some other department of tho City tlinn that In which the person discharg ed was employed. Said hearing shall he held within five days aft er satd request Is made and at such time and place as the Chair man of said Board shall direct.
