That it la the Intention of the Council of the City of Tacoma to offer to the qualified electors of said City, at the general election to be held Tuesday, April 4th, 1916, the following amendment to the City Charter, to-wlt! Amend Sec tion 184 of Article XIV thereof so that the same shall read as fol lows: Sec. 184. Whenever any employe of the City of Tacoma. under civil service, shall have been discharged, the head of the department In which he was employed shall, up on the request of such employe, furnish to him a statement In writ ing setting forth the reasons for his discharge, and If such employe shall, within five days after his discharge, make a written request therefor to the head of said de partment, he shall be given a pub lic hearing upon the sufficiency of such reasons before n Joint Advis ory Board. Said Roard shall be composed of the President of the Civil Service Board, who shall be the chairman thereof, two members by the head of said de partment, and two members who shall bo selected by the City Con troller from the employes of some other department of the City than that In which the person discharg ed was employed. Said heorlng shall be held within five days aft er satd request Is made and at such time and place as the Chair man of said Hoard shall direct Up on said henrlng If said board shall find or determine that said em ploye was discharged without Just cause he shall be Immediately re instated ln the posi'ion formerly held by him In the Clty'a service, but he shall not be entitled to wages or salm-v from the City from tho time of his discharge up to the time of his reinstatement. The decision of said board shall be final and shall be In writing, signed by at least a majority of Ihe members of said board, one copy of which shall be delivered to the .head of said department and one copy to the City Controller. 3. That the Clerk be directed to publish this resolution as a notice ln two dally newspapers, publ shed and of general circulation In said City, for thirty days Immediately after the adoption of this resolu tion; and 4.
