By a vote of three to two, the city council today refused to put up to vote the question of strik ing It from the municipal system of Tacoma. It was ■ slap at those who had favored a return to the "spoils system." By unanimous vote, the council approved the idea of placing on the ballots April 4 the question of strengthening the present civil service hy providing an adequate hearing for discharged employes. Major Fawcett, Commissioner Discharged, Accuses State Grain Office Personal bitterness because ho was discharged when he refused to be laid off for a couple of we.ks, was given today as the reason for the charges made by ('. t'. McKenna against the state grain inspection service. Mc- Kenna was a deputy Inspector at Tacoma. Through his attorneys, he has j demanded an investigation of his (dismissal by the public service I commission. He charges that J warehouse weights have been ac cepted on shipments to Tacoma I bonded warehouses instead ofi j slate weights, and makes other I i minor accusations against the of-j j fice. J .McKenna was discharged ny Atkins and Commissioner Drake voted to put the abolishment of civil service on the ballots. Mills and Woods opposed. A vote of four was required to carry the plan. The commission which hears the case of a discharged employe under the proposed plan will con sist of the president of the civil service board, two persons se lected by the head of the depart ment in which the employe work ed, and two persons selected by the city controller from some oth er department than that in which he was employed.
