BOARD DIVIDED ON CITY MAN'S CASE The civil service jury which tried Cal D. Bowman, lineman, on charges of insubordination, split up on its verdict last night. The majority decided that the charges had been partially sub stantiated, but recommended that Bowman be given another trial with the light department.
